BACKGROUND AND PURPOSE OF THE ASSIGNMENT
This position is based in WFP Guinea Field Office in Bokรฉ and the incumbent reports directly to the Deputy Country Director or her delagate.
The purpose of this post is to plan and manage field operations to ensure the effective and efficient deployment of food assistance programmes and use of allocated resources. To provide support to policy and programme activities that effectively meet food assistance needs.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Contribute to the development of programmes/projects, ensuring alignment with overall policies and guidelines.
- Support the management of specific projects, ensuring a coordinated approach with other programme activities and compliance with WFP standards and procedures.
- Monitor data collection and follow-up, ensuring accuracy and quality.
- Undertake research, policy analysis and operational issues to assist colleagues in the development of activities, projects and programmes.
- Oversee and coordinate the preparation of accurate and comprehensive reports on WFP programmes, activities and performance in the field office area to enable informed and consistent decision-making on planning and implementation of activities.
- Ensure good internal communication/coordination (between colleagues) to ensure effective collaboration, and relevant monitoring of ongoing projects.
- Support capacity building of WFP staff, partners and the national government to prepare for and respond to food assistance needs. Example: through project management, support for learning initiatives.
- Support the identification, development and management of potential partnerships for
- Inclusive working leading to improved food aid.
- Establish partnerships to improve assistance programmes, develop and maintain local relationships with NGOs, UN Agencies, civil society, beneficiaries and other partners and media involved in food security.
- Build strong relationships and effective collaboration with local authorities and contribute to the sharing of expertise and capacity building for the preparation and response to food assistance needs.
- Plan and manage WFP operations in the area of assignment, to ensure food assistance is delivered effectively and efficiently, so that day-to-day operational issues are resolved in a timely manner.
- Ensure that allocated resources are used effectively and in accordance with agreed plans, and report deviations to the Country Office.
- Take responsibility for WFP operations, premises and assets and ensure that WFP security standards are locally defined and followed. Actively participate in and contribute to the security management of the Area Team (ASMT).
- Ensure a strong and regular presence in the project areas. To monitor spoiled foodstuffs and take appropriate measures for their management, in order to limit losses.
- Follow standard practices for emergency preparedness and ensure that, if necessary, the WFP is able to deploy the necessary resources and respond rapidly in the affected areas.

QUALIFICATIONS & EXPERIENCE REQUIRED
Education: Advanced University degree in Economics, International Development, Social Sciences or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience: Between 3 and 5 years of relevant post-graduate professional experience.
Knowledge & Skills:
- Has participated in the implementation of technical programmes (school feeding, nutrition, access to small agricultural producers, market access, etc.) and emergency operations.
- Has contributed to discussions on national policy documents and taken part in negotiations with administrative authorities, suppliers and NGOs.
- Has developed, or supported in the development of, single discipline work plans to support the achievement of WFP strategic aims within a defined area. โข Has gained some exposure in field operations, preferably in a hardship duty station or emergency situation.
- Has field experience via field rotations or working in a sub-office, and through field postings.
- Gained experience of analysing local political situations and assessing risk accurately.
- Gained broader exposure across areas within a function (i.e. policy, programme etc.).
- Has gained experience managing small to mid-size financial budgets, balancing priorities effectively.
- Has experience leading a small to mid-size team to ensure the effective delivery of objectives.
- Participated in a vendor/government/ partner negotiation within area of focus. โข Participated in a small emergency operation/ development programme.
- Has experience with security co-ordination and compound management within a smaller area.
Languages: Fluency (level C) in French and English languages.
