BACKGROUND The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. Together with governments, the agency is responsible for promoting and consolidating collaboration with all partners, including local authorities, and private and non-governmental organizations in the implementation of the Sustainable Development Goals (SDGs). UN-Habitat leads the Global Water Operatorsโ€™ Partnerships Alliance (GWOPA), which helps water and sanitation operators help one another. GWOPA is an international network created in 2009 to support operators through Water Operatorโ€™s Partnerships (WOPs) โ€“ not-for-profit peer support partnerships between water and sanitation operators aimed at enhancing their capacity and performance to provide a better service to more people in support of the SDGs. The Government of Germany currently hosts the GWOPA Secretariat. II. OBJECTIVES AND ACTIVITIES The consultancy aims to support GWOPA in the review of the use of the existing functionalities of the GWOPA Portal, which includes the Partnership Management Platform (PMP), WOPs Observatory, WOPs Profile and GWOPA Membership modules. The enhancements are based on the recommendations of the GWOPA mid-term review, the EU WOP mid-term review, the early results-oriented monitoring of the EU-WOP Programme, and user feedback from partners on its use. The changes will also support the implementation of the revised GWOPA results framework and theory of change. These enhancements will provide an appropriate and important opportunity for GWOPA to improve its WOPs results reporting. III. RESPONSIBILITIES Under the supervision of the Head of GWOPA, with guidance from the Programme Management Officer and in partnership with the Communications, Web Development, and Visual Design teams, the consultant will support the enhancement of the GWOPA Portal. This will be to strengthen programme planning, monitoring, and reporting. Additionally, the consultant will be responsible for migrating the Portal to the UN Azure Cloud Services in consultation with the UN-Habitat ICT Unit. This will involve converting the existing CMS framework from WordPress to Drupal 10. The consultant will be required to show similar profiles of projects that they have implemented. IV. OUTPUTS AND DELIVERABLES Deliverable 1: Technical Specifications Document Develop detailed technical specifications for the updated Portal based on the GWOPA and EU WOP Mid-term evaluation reports, revised GWOPA results framework, early ROM review recommendations and a Report with specific proposals for PMP improvement. If required, additional feedback and interviews with GWOPA will be undertaken to define the scope and requirements of the enhancements. The consultant will also refer to the WOPs capacity-outcomes framework and the monitoring methodological sheets explaining how activities/outputs link to achieving KPIs and outcomes. Deliverable 2: Redesigned GWOPA portal with enhanced UI/UX Redesigned the Portal with a modern, intuitive user interface that clearly reflects GWOPA's thematic areas and branding. It will feature enhanced interactivity, streamlined navigation, consistent visual identity, and improved accessibility. Deliverable 3: Enhanced PMP planning and monitoring functionalities โ€ข Enhance the PMP functionality to track progress from activities to outcomes including planning and monitoring. This will include activity, outputs, capacity outcome, performance outcomes, global development goals โ€“SDGs, others global frameworks. โ€ข Ensure the degree of contribution of the WOP project is requested quantitatively and qualitatively as part of the monitoring of the WOP results โ€ข Simplify data entry processes and reporting templates to reduce duplication and integrate demographic (including gender-disaggregated and other demographics) data collection. โ€ข Benchmarking Module - Design a module on utility self-diagnosis and benchmarking for different utility operations following one of the existing tools available (World Bank Utilities of the Future Model, Aquarating, IBNET, others) to be indicated by GWOPA Deliverable 4: Dashboard and Reporting Features โ€ข Enhance and test non-operational modules, including dashboards and automated reporting features. โ€ข Ensure that the Dashboard/s allow for a quick, clear and easy view of progress of projects and programmes. Allow not only for the possibility to have WOP project dashboard but also programme Dashboard I.e. EU WOP Programme, GIZ WOP Programme Dashboard, UNICEF WOPs Dashboard, or others possible WOP Programmes that would like to use the PMP in time to come. โ€ข Ensure that the Reporting functionality enables de production of tailor-made reports that are easy to read and review, allowing the user to select which information should go in the report including not only text but also possible graphs, images, etc. The produced reports should be editable so that users can adapt them to different possible recipients or donors that request WOP reports. Deliverable: 5 Analytics Module โ€ข Develop analytics module/tools that allows for a wide variety of enquiries including not only numbers but also graphics. Make it as versatile as possible to allow for a wide range of enquiries but ensuring that GWOPA's information needs are guaranteed (EU results framework and GWOPA Strategy Results Framework) Deliverable 6: Portal Migration and Integration โ€ข Migrate the GWOPA Portal from WordPress to Drupal, integrate it with the new GWOPA website (including WOPs Observatory, WOPs Profiles, and Membership systems), and host it on UN Azure Cloud Services. Improve workflows for different types of users (I.e., project partner, GWOPA focal point, other WOP programme focal points) and alignment of PMP-project cycle tasks' timing with those of GWOPA administrative tasks timing requirements Deliverable 7: User Manual and Training Materials โ€ข Develop updated user manual and training materials covering new features and modules and conduct training sessions for GWOPA. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. โ€ข Training in web applications development in Drupal and WordPress is required. โ€ข Technical training in Graphic Design or Web Development is desirable. Minimum of five yearsโ€™ experience developing and managing websites using CMS tools (WordPress, Drupal) is required. Practical knowledge of hosting applications on cloud environments (AWS, Azure) is required. Familiarity with cloud-based hosting solutions and database management, especially MySQL is required. Proficiency in web technologies including HTML5, CSS, JavaScript (React, Angular, Vue.js) and PHP is required. Experience with UN projects is desirable Demonstrated experience in UI/UX design principles and responsive web design is desirable LanguagesEnglish and French are the working languages of the United Nations Secretariat.
