POSITION TITLE: Grants Officer, USAID Solid Waste Reduction Program (SWR) LOCATION: Santo Domingo, Dominican Republic (DR) GROUP: Clean Energy and Circular Economy (CE2) REPORTS TO: Deputy Chief of Party/Operations POSITION SUMMARY Winrock International is recruiting applicants for the position of Grants Officer for the Dominican Republic (DR) Solid Waste Reduction Program. The goal of this five-year (2024-2029), USAID funded project is to reduce waste in communities and municipalities, leading to clean oceans in the DR. It will achieve a significant reduction in Greenhouse Gaz (GHG) emissions by establishing composting of organic waste, reducing methane production; and by increasing plastic recycling rates, reducing emissions from the fossil fuels used to make virgin plastic. The Grants Officer will coordinate all program grants management and reporting. The Grants Officer will provide support of all project grants to ensure Winrock and USAID grants management regulations and compliance requirements are met. The Grants Officer will report to the Deputy Chief of Party/Operations and work closely with the Winrock home office finance team. Responsibilities: Identify relevant grantees and establish relationships with the grantees Work close with DCOP and grantees to build their capacity on managing grants that are compliant with USAID regulations Develop scopes of work, in collaboration with the technical leads, for small grants Receive and review grant applications. Review grant budgets and grant requirements for compliance Develop tracking tools to monitor grants implementation Monitor grants implementation to ensure milestones and payments are met Support the drafting of grant proposals and other related documents to be submitted for approval by project management and ensure necessary feasibility or market analysis, and socio-economic assessments meet project guidelines for resource support; monitor proper implementation of approved grants. Monitor grant budgets, timelines, and deliverables, addressing any issues proactively. Maintain accurate and timely program and grant documentation and database management ensuring that completed grants are closed in a timely way and according to deadlines. Monitor grants for compliance with reporting, spending, and programmatic obligations. Analyze and verify financial reports submitted by grantees or internal departments to ensure accuracy and alignment with grant requirements. Cross-check reported expenses against approved budgets to identify discrepancies or overages. Ensure that financial documentation, such as receipts and proof of payment, supports reported expenditures. Provide feedback to grantees or team members to address inaccuracies or missing information in reports. Prepare summaries or detailed reports on financial reviews, highlighting key findings and recommendations. Maintain well-organized, up-to-date records of all financial reports, invoices, and compliance checks. Assist in preparing for external audits by ensuring all financial documentation is complete and accessible. Perform other tasks as requested by the Deputy Chief of Party/Operations. Qualifications: Bachelorโs degree and 3-5 years of professional work experience in Dominican Republic Previous grant management experience similar to the responsibilities described above. Previous experience working with NGOs or international donor organizations preferred. Ability to work in a fast-paced, deadline driven environment. Spoken and written fluency in English and Spanish OTHER: This position is open to qualified legal residents of the Dominican Republic and Dominican Nationals, only.
