Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Jordan Country Office supports the Government of Jordan and national stakeholders in implementing global norms and standards on gender equality and women’s empowerment. Under its Strategic Note for the period 2023-2027, the UN Women Jordan Country office promotes women’s economic empowerment, gender-responsive governance and women’s political participation in alignment with the Triple Modernization Agenda; works to advance the implementation of the Women, Peace and Security agenda including through the Jordan National Action Plan for Women, Peace and Security (JONAP); and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women in camps and host communities in support of the Jordan Response Plan (JRP). Working across the humanitarian-peace-development nexus, the country office is implementing and prioritizing coherence and interlinkages across its projects and programs and UN Women’s triple mandate of operational, coordination, and normative work.
UN Women supports the legislative authority in its efforts to strengthen national capacities for gender mainstreaming and to promote gender equality and women’s empowerment, in line with Jordan’s international and national commitments. In light of the Triple Modernization Visions and their emphasis on gender responsiveness and women’s empowerment—and consistent with UN Women’s commitment to supporting the Parliament Secretariat in closing gender gaps in the General Budget and related legislation and processes—UN Women seeks to engage a national consultant to provide technical support on gender-responsive economic and financial analysis and to deliver capacity-development support to the Women and Family Affairs Parliamentary Committee, the Parliamentary Women’s Caucus, other relevant Parliamentary Committees (legal and financial committees), and parliamentary blocs as well as through the Center for Legislative Studies, when required.
UN Women therefore seeks to engage a qualified consultant to deliver gender-responsive economic and financial advisory services that informs and supports the Parliament Secretariat and Committees in their legislative and oversight functions, particularly regarding the Budget Law.
The consultant will review and analyze legislative frameworks and institutional capacities to ensure compliance with Jordan’s gender-equality and women’s-empowerment commitments. The advisor will also support efforts to build partnerships with key stakeholders and enhance knowledge management and capacity development.
The consultant will be reporting to the Assistant Representative for Gender-Responsive Governance, and will be supported by Program Analyst, who will be the point of contact on the contract and payment issues.
 

Description of Responsibilities/ Scope of Work
The advisor will be responsible for providing gender-responsive advisory services to the Parliament Secretariat, committees and blocs in the area of economic and financial legislation , with a focus on budgetary law. This will include developing policy briefs, organizing and leading discussion sessions, preparing presentations and relevant material.

Expertise in Gender-Responsive Budgeting (GRB) and Economic Analysis: Strong knowledge of public financial management, macroeconomic analysis, and the application of a gender lens to budget review and policy. Policy Development and Technical Assistance: Proven experience in drafting policy recommendations, position papers, and technical analysis on economic and financial matters for legislative bodies. Stakeholder Engagement and Networking: Strong interpersonal skills to build and maintain strategic partnerships with Parliamentarians, government financial entities, and civil society organizations. Analytical and Research Skills: Ability to conduct complex economic and financial analysis, legislative reviews, and comparative studies to support gender-sensitive reforms in fiscal frameworks. Required Qualifications:

Education and Certification:

Master’s degree in economics, Public Finance, Financial Management, Development Studies, or a related field is required. A first-level university degree in combination with two additional qualifying experience may be accepted in lieu of an advanced degree (adapted from).

Experience:

At least 7 years of professional experience in economic policy, public finance, and financial analysis with a strong focus on gender is required. Proven expertise in conducting Gender-Responsive Budgeting (GRB) analysis and providing technical input to governmental or legislative bodies is required. Experience in working with Parliamentary Committees, political bodies, government financial entities, or civil society organizations on fiscal policy is required. Familiarity with the political landscape and economic/fiscal processes in Jordan is required. Excellent analytical skills with a strong drive for results and capacity to work independently is required.

Languages:

Fluency in English and Arabic is required.
