ROLE PURPOSE

The Gender in Emergencies Coordinator will be responsible to ensure the quality of gender in emergencies projects implemented by partners and promote mainstreaming and integration with other sector interventions including Education in Emergencies, Child Protection in Emergencies, WASH, Shelter and NFIs.

DIMENSIONS OF THE ROLE

Under the direct supervision of the Project Manager for the emergency response programme, the Gender in Emergencies Coordinator is in charge of Plan Internationalโ€™s Gender in Emergencies response. He/She provides technical leadership and support on gender and lead on the implementation if gender aware and transformative approaches within the project(s), by linking gender equality and SGBV prevention and mitigation to other sectoral interventions. She/He works closely with the Finance, MERL, Grants, Operations and PDQ Departments as well as other technical coordinators (e.g. EiE, CPiE) and partner staff to ensure that all emergency response projects are designed and managed in a gender-responsive or gender-transformative manner.

ACCOUNTABILITIES

1. Programming

โ€ข Provide technical leadership and expertise in gender mainstreaming across humanitarian programmes.
โ€ข Provide technical input and guidance to Business Development and Programme Teams on gender to ensure programme activities address more specifically the needs of girls, adolescent girls and young women and the barriers they face.
โ€ข Ensure activities adhere to technical approaches to build quality humanitarian programming that adheres to Planโ€™s ERP chapter on gender an inclusion, Sphere Standards related to gender and inclusion, the IASC Gender Handbook for Humanitarian Action, GBVIEMS, PSEA in humanitarian response.
โ€ข Collaborate with like-minded organizations to conduct a multi-sectoral joint gender analysis (OXFAM, UNFPA)
โ€ข Give appropriate support to response team in continuing the collection of Sex, Age, and Disability Disaggregated Data
โ€ข Organize beneficiary sampling verifications to ensure the most vulnerable are registered and reached
โ€ข Support the creation of a Sex, Age, and Disability Disaggregated Database, and its regular update
โ€ข Support the integration of key recommendations of the Rapid Gender Analysis and Rapid MHM Analysis in the response
โ€ข Support inclusion of Sex and Age Disaggregated Data (SADD) in all assessment work and subsequent analysis of the data, ensuring that such data helps inform the design of programme interventions.
โ€ข Support programme staff with participatory methodologies with girls, boys, women and men and that consultations are held at times and places most convenient and suitable for the participants.
โ€ข Support programme and business development teams on the use of the IASC Gender and Age Marker, specific Donor Marker, and Planโ€™s Gender Transformative Marker to ensure all programmes at least gender aware
โ€ข Support the ongoing monitoring and evaluation activities, including collection of SADDD at the different phases of the response, ensuring that issues are highlighted and addressed.
โ€ข Support the development of appropriate accountability / feedback mechanisms ensuring girls, boys, women and men have a voice.
โ€ข Develop innovative ways to enhance the participation of girls and women in the different activities

2. Coordination & Representation
โ€ข Represent Plan International at strategic interagency gender related working groups, ensuring specific issues affecting girls and boys are raised and addressed.
โ€ข Identify relevant stakeholders (including government departments, UN agencies and partner organisations), developing and maintaining relations ensuring visibility and profile of Plan Internationalโ€™s gender focused programming.
โ€ข Ensure regular coordination with other Gender in Emergencies colleagues in peer agencies as well as any GenCap staff deployed to the crisis.
โ€ข Support other emergency response team members with representation on gender related issues in technical clusters and or working groups.
โ€ข Identify opportunities for collaboration and partnership with womenโ€™s rights organisations, girl-led and youth-led organisations and other humanitarian organisations.

3. Policy, Advocacy & Communications
โ€ข Supports the Information Management Officer to ensure that sitreps have a clear focus on the impact of the crisis on girls, boys, women and men, and that industry standards are followed (for example SADDD)
โ€ข Works with comms and media staff to develop material with a specific focus on the impact of the crisis on girls and adolescent and young women, including people with disabilities highlighting priority issues of concern.
โ€ข Input into policy and influencing documents focusing on how the crisis has impacted on girls, boys, women and men
โ€ข Liaise with policy and advocacy colleagues to ensure gender related issues are clearly articulated in any advocacy materials and positions produced.

4. Capacity Building
โ€ข Conduct capacity assessment of the partner staff on gender equality, develop capacity development plan for partner and project staff and ensure its implementation
โ€ข Provide high quality technical support to the project team(s) including training, development or sharing of tools and resources for the advancement of gender equality and disability inclusion
โ€ข Provide relevant training to staff and partners on gender related issues (eg. Gender equality, gender aware and transformative programming, maybe disability inclusion if they have the skillset / there is a need for it in the project(s)?SADDD, SGBV, PSEA and Safeguarding)
โ€ข Train on PSEA the staff, partners, and any other person involved in the response
โ€ข Mentor staff in conducting consultations with girls, boys, women and men, as well as any vulnerable groups as part of the programme design and monitoring phases
โ€ข Acts as a reference/contact point for Plan staff and external stakeholders for support on Gender in Emergencies issues

โ€ข Ensures that Plan Internationalโ€™s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan Internationalโ€™s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Qualifications and Experience
โ€ข Significant field experience of gender programming in a number of humanitarian crises.
โ€ข Demonstrable experience in mainstreaming gender in the design, management, monitoring and evaluation of emergency programmes in line with SPHERE and IASC standards.
โ€ข Demonstrated experience of key practice and standards for humanitarian response such as SPHERE and CHS.
โ€ข Conversant with the international humanitarian architecture, particularly related to coordination and funding.
โ€ข Experience in building and strengthening technical expertise on gender in emergencies in humanitarian work, including in designing and delivering training .
โ€ข Knowledge of Plan policies and procedures and Code of Conduct, Sphere and the Red Cross and Red Crescent/ NGO Code of Conduct
