Description of the Assignment:
Since 2014, the United Nations Development Program through its Biodiversity Finance Initiative (BIOFIN) Project, has been supporting the Philippine Government in articulating the financial resources it needs to maintain a healthy biodiversity portfolio in-country. BIOFIN in collaboration with Department of Natural Resources Biodiversity Management Bureau has conducted the following assessments: 1) Policy and Institutional Review (PIR); 2) Public and Private Biodiversity Expenditure Review (PPBER); 3) Assessment of financial needs (cost and gap analysis of implementing Philippine Biodiversity Strategy and Action Plan (PBSAP)). These assessments significantly contributed to the development of a Biodiversity Finance Plan.
Based on insights gained from the results of the three BIOFIN assessments, this Plan acknowledges the importance of tapping additional financing to support the biodiversity agenda of the Philippines, mainly through its National Biodiversity Strategy and Action Plan (PBSAP), referred to henceforth in this Plan as the Philippine Biodiversity Strategy and Action Plan (PBSAP). This Plan is cognizant of the parallel challenges that could not be addressed by generating financing alone: thus, the Plan transcends the focus on generating additional resources and also identifies a range of โfinance solutionsโ that leverage finance, fiscal and economic tools and strategies to improve the outcome of biodiversity objectives in the country. Financing solutions include a range of transformative actions: generating more financing to fund the PBSAP or associated planning documents; appropriate attribution of biodiversity expenditures in the budget; attaining cost effective budget execution by eradicating overlaps in biodiversity functions; eradicating expenditures that continue to or aggravate dissipation of biodiversity resources; and paving the groundwork for a responsive policy environment through greater awareness on biodiversity and biodiversity financing and enhancing institutional support towards monitoring of PBSAP.
BIOFIN recognizes the importance of gender considerations to the achievement of the Kunming-Montreal Global Biodiversity Framework and the updated PBSAP and will give due consideration to the integration of gender into its work in line with the UNDP gender guidelines. UNDP will continue its efforts to promote gender equality and develop capacities contributing to the national gender equality agenda and SDG 5.
In 1995, the Gender and Development budget policy was institutionalized in the General Appropriations Act which mandates all departments, bureaus, offices and agencies to set aside
5% of their total budget for gender and development concerns. To optimize the GAD budget, BIOFIN will integrate gender responsive programs and projects including nature-based solutions into biodiversity conservation priorities of Negros Occidental province. BIOFIN will aim to increase the utilization of the GAD budget for programs that enhance gender equality and participation in nature-based solutions through capacity building activities, project development, and financial literacy, among others.
BIOFIN will aim to increase GAD budget allocation for the biodiversity sector and identify other complementary activities from other sectors such as agriculture, health and tourism by developing programs and projects aimed at involving men, women and girls in biodiversity conservation and in the implementation of nature-based solutions. This may be in the form of biodiversity-friendly enterprises, protection, resource management and trainings that may already be in the annual workplan of the provincial government. Scope of WorkThe Consultant under the supervision of the BIOFIN Project Manager and the Senior Regional Technical Advisor will: 1. Coordinate with the provincial GAD focal person, Provincial Planning and Development Office, and the Provincial Environment and Natural Resources Office to integrate gender-responsive plans, projects and activities (PPA) during the annual GAD planning and budgeting cycle;2. Conduct budget advocacy with relevant offices and committees/councils;3. Assist the provincial GAD focal person in developing gender-responsive PPAs;4. Assist the provincial GAD focal person in overseeing, monitoring and evaluating the implementation of biodiversity conservation gender-responsive PPAs;5. Assist/coordinate with the provincial GAD focal person in preparing the GAD annual accomplishment report including utilization rate and sex-disaggregated data of women and men who benefitted from the gender-responsive PPAs;6. Capacitate relevant provincial technical staff on gender mainstreaming in PPAs for sustained GAD budget;7. Develop and implement capacity building programs (i.e. gender, biodiversity conservation, financial literacy) targeting women, girls (15-30 years old especially out of school youth) and men; 8. Provide relevant inputs to the BIOFIN Communications Officer that will be used to develop knowledge products for distribution to DENR and UNDP networks highlighting key results of this engagement; 9. Attend related project meetings; and10. Submit reports to BMB and UNDP. Please see attached Terms of Reference for the full details of the engagement.
