The Position:

The Gender-Based Violence (GBV) Sub-Sector Coordinator will be based in Coxโ€™s Bazar. They report to the Head of Sub-Office in UNFPA Sub-office in Coxโ€™s Bazar, Bangladesh.ย

Job Purpose:

Since August 2017, targeted violence against Rohingya communities in Rakhine State, Myanmar has forced over 728,000 people to flee into Bangladesh.ย  More than half these new arrivals are women and girls. Refugees, especially women and girls are being disproportionately affected by GBV including rape, conflict-related sexual violence, intimate partner violence, sex trafficking and commercial sexual exploitation, child and forced marriages, sexual exploitation, survival sex, and forced engagement in the drug and sex trades. Before being forced to flee, communities living in Rakhine state had already been exposed for decades to numerous daily stressors, with repeated exposure to potentially traumatic events.ย 

Within humanitarian settings, including in Bangladesh, women and girls are disproportionately affected. In emergency situations, when legal and social structures break down and social support and safety systems (such as extended family or community groups) fail, women and girls are at greater risk of GBV, gender-based discrimination, and harmful practices including forced or child marriage.ย 

UNFPA is leading the GBV Sub-Sector coordination in Coxโ€™s Bazar, which comprises more than 30 member organizations including UN, INGO, NGO and government agencies operating in the Rohingya refugee camps and the surrounding affected host community locations. The GBV Sub-Sector works alongside the Child Protection Sub-Sector (led by UNICEF) within the Protection Sector (led by UNHCR).ย 

Under the overall supervision of the Head of Sub-Office in Coxโ€™s Bazar, the GBV Sub-Cluster Coordinator will fill the technical GBViE demand of the GBV Sub-Cluster at Coxโ€™s Bazar level. The Sub-Sector also works with other humanitarian sectors within the Inter-Sector Coordination Group (ISCG). The Sub-Sector coordinates the GBV prevention and response through strengthening community-based GBV programming. These include ensuring access to quality multi-sector GBV response services for survivors, building the capacity of GBV service providers and other stakeholders in order to deliver quality care in line with best practices and minimum standards for humanitarian settings, and enabling active participation of affected communities in GBV awareness-raising, response, prevention and risk mitigation.

You would be responsible for:

Building and Sustaining Partnerships

Establish and/or reinforce and facilitate inter-agency, multi-sectoral GBV coordination national working group and liaise and oversee the GBV working groups at sub-national levels. Promote, respect and ensure that the Principles of Partnership are reflected in the day-to- day work of the GBV working group. Establish result-oriented, two-way communication channels between national and sub-national GBV coordination groups to ensure a standardized response to GBV. Proactively engage with all relevant stakeholders to ensure coordination bodies reflect the range of actors addressing GBV, including across multiple sectors (health, psychosocial, legal, security, etc.) and categories of actors (UN, NGO, civil society, government, etc.).ย  Regularly represent the GBV Working group in Protection Sectors meetings, OCHA-led meetings (e.g. around development of the Strategic Response Plan or for Inter-Cluster Coordination; Coordinate and collaborate with other sectors/working groups such as the Health Sector, Child Protection Working group, Shelter/CCCM Cluster, Food Security Sector, Education Sector, Mental Health and Psychosocial Support Working Group, etc. to ensure integration of GBV-related action in their Sector plans and to advocate for joint awareness-raising for non-GBV specialists through the GBV Guidelines. Advocate with donors and mobilize resources for inter-agency GBV prevention and response in line with GBV sectors action plan ns key strategic documents to be developed. As necessary, leverage resources within UNFPA to support inter-agency GBV activities under the working group. In consultation with non-governmental GBV actors and national civil society, identify appropriate mechanisms for working with and collaborating with national authorities on GBV issues.

Technical Leadership

In line with WHO's Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies, consolidate existing assessments on the GBV situation and/or work with relevant agencies, refugee and host populations to conduct relevant participatory analyses of GBV.ย  Promote and facilitate the inclusion of GBV into appeal processes and documents. Lead and coordinate GBV Sub-sector inputs for the Joint Response Plan (JRP) Work with partners to develop and/or revise training materials according to local context and implement relevant training sessions for multi-sectoral prevention and response actors. Provide technical support to the development of relevant advocacy and policy documents to address GBV in the context of broader gender inequality issues. Assist in resource mobilization efforts including identifying various resource mobilization opportunities, supporting advocacy efforts with potential donors and developing GBV proposals; Consolidate existing assessments on GBV situation and/or work with relevant agencies, to conduct relevant participatory analyses of GBV. Support and advise the sub office and build knowledge and programming practices in relation to GBV Coordination through information sharing and facilitation of external and internal trainings aimed at multi-sectoral prevention and response.

Strategic Planning

Facilitate rapid establishment of Standard Operating Procedures, initially emphasizing development of referral pathways in advance of full SOP completion in collaboration with the Ministry of Women Affairs. Regularly review and revisit SOPs at strategic points throughout the crisis response. In collaboration with national and international GBV actors, map current institutional response capacities, including facilitating mapping of GBV-specific 3Ws. Lead a process to develop a realistic, evidence-based multi-sectoral and inter-agency prevention and response plan. Promote engagement of a range of sectors and ensure realistic benchmarks and timelines for achieving set objectives. Regularly monitor progress against plan during coordination meetings. Allow space for new actors to engage with plan over the course of the crisis response. Work with partners to continually identify response gaps in line with proposed work plan (including geographic coverage and programmatic scope) and seek solutions to fill gaps. Advocate with UNFPA as the working group lead to address gaps not yet filled by partners.

Capacity Development

Work with partners to develop an inter-agency GBV capacity development strategy that meets the needs and priorities of key national and local stakeholders to facilitate implementation of agreed work plan. Revise existing training materials according to local context and ensure partnersโ€™ access to relevant training sessions. Support efforts to strengthen the capacity of the GBV working group members on planning and responding to GBV in emergencies and on safe and ethical GBV information management. Prevention of Sexual Exploitation and Abuse (PSEA) Coordination

Work closely with the ISCG in supporting with GBV SS Coordination of efforts to provide awareness raising on sexual exploitation and abuse for all personnel in the sub office, including partners, their responsibility to report all suspicions of sexual exploitation and abuse committed by colleagues (pursuant to ST/SGB/2003/13 section 3.2 (e) for UN staff and related personnel). Ensure the GBV SS participation in the PSEA Working group and development of a system of identification of risk factors responding to the Coxโ€™s Bazar-specific context. Support the development and sharing of information on achievements, best practices and/or effective mechanisms in addressing SEAย 

Monitoring Sexual Violence in Emergencies

Engage in robust analyses of available secondary data to ensure readily-available information on known trends and patterns on GBV for inclusion at relevant points along the Humanitarian Programme Cycle, including the MIRA. Consolidate existing assessments on the GBV situation and/or work with relevant agencies, the displaced and host populations to conduct relevant participatory analyses of GBV. Work with the GBV coordination groups to adopt a standardized GBV incident report/intake form and other relevant forms as necessary. Train partner organizations and other sectors in the use of this form with particular emphasis to the Guiding Principles for Working with GBV. Survivors and in line with the GBV Information Management System (GBVIMS). Document best practices and approaches for responding to issues of GBV in order to deepen the knowledge base among relevant partners. Provide regular updates on GBV trends and patterns (4Ws)

Administrative and Miscellaneous Duties

Write monthly reports documenting progress against work plan outputs. Other duties as required.

Qualifications and Experience:ย 

Education:ย ย 

Advanced university degree with specialization in areas such as gender studies, humanitarian affairs, human rights, law, social work, public health, development studies, international relations, and/or other related social science disciplines.
ย 

Knowledge and Experience:ย 

7 years of experience working on gender-based violence, ofย at least 3 years in a humanitarian context. Experience leading inter-agency coordination mechanisms with a wide range of stakeholders. Awareness and demonstrable knowledge of how GBV manifests in humanitarian settings and ability to describe context-specific prevention and response actions. Demonstrable knowledge of the international humanitarian architecture, including the Cluster System and HPC, and roles/responsibilities of key humanitarian actors. Ability to self-manage, emotional intelligence, empathy, team spirit, conflict management as well as negotiating skills.

Languages:ย 

Fluency in English is required; knowledge of other official UN languages is preferable.
