Result of ServiceTo support the Global Environment Facility (GEF) portfolio of Climate Change Mitigation projects, especially global projects and programs Work LocationHome based Expected duration6 Months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This consultancy is in UNEP’s Climate Change Division, Climate Change Mitigation Unit, and will be home based. The consultant’s assistance is needed to support the Global Environment Facility (GEF) portfolio of Climate Change Mitigation projects, especially global projects and programs. This will involve support to project development, implementation and evaluation in the areas of energy efficiency, renewable energy, sustainable cities and electric mobility. Particularly, the consultant will support the following UNEP led GEF programs: the United for Efficiency Program to be evaluated during 2025 Semester 2, the Sustainable Cities Impact Program (rebranded UrbanShift) extended until June 2026, the electric mobility GEF-7 project (ending in July 2026) and the recently launched electric mobility GEF-8 project. The unit is planning to submit GEF global and impact programmes under GEF-9 cycle (starting in July 2026) and the consultant will work on selected global projects development. Support includes revision of GEF project documents that will be submitted to UNEP project review committee (PRC) and GEF Secretariat, revision and desk research for developing new project concepts, undertaking Green House Gases (GHG) emissions and energy consumption calculations for project concepts and CEO endorsement documents, addressing comments from review processes, support in the implementation of projects, in preparing for Steering Committee meetings and Inception Workshops, in coordinating the Project Implementation Review (PIR) and Half Yearly Progress reports process of assigned projects, and assisting in the terminal evaluations and assessments of on-going or completed projects. . Under the supervision of the Task Manager for Global portfolio, the consultant will undertake the following duties: - Coordinating and following up Climate Change mitigation, UrbanShift, Electric Mobility on-going projects and programs especially at the global level. - Undertake desk research needed for development of new concepts. - Undertake GHG calculations for all concepts and projects that the Task Manager or the Climate Change Mitigation Unit is developing. - Drafting of PIFs, PFDs and Project Documents, especially of Sustainable Cities and Electric Mobility global projects. - Undertake projects’ preparation phase (PPG). - Preparation and the revision of GEF project concepts and projects documents that will be submitted to CRC/PRC/GEF reviews. - Reviewing and addressing comments from CRC/PRC and GEF reviews. - Prepare and support the internalization process of CEO endorsed projects. - Prepare the Inception Workshops and Steering Committee Meetings, including information related to countries’ climate change, energy and climate MRV. - Planning and preparing the mid-term and/or terminal evaluations of selected projects and responding to evaluation comments. - Undertake on-going projects’ implementation. - Coordination with the other relevant stakeholders within UNEP, especially the Cities unit, the Electric mobility team and the Task Managers in the Regional Offices Qualifications/special skills• Advanced university degree in one of the following fields is required: project management, engineering, law, business administration, environment, economics, development, finance, or a related discipline is required; • A first level degree with additional two years of qualifying experience maybe accepted in lieu of an advanced university degree. • Minimum of seven (7) years of experience in Climate Change engineering related work, specifically focused on tracking tools on GHG emissions is required • Experience with GEF or Green Climate Fund projects and experience in projects that support countries on national reporting to the United Nations Framework Convention on Climate Change is required • Good understanding of project management issues, good writing and analytical skills, as well as development background coupled with a capacity of developing tracking and monitoring tools is desirable • Ability to review project design including support in the revision/drafting of project concepts and documents, workplans and budgets is desirable. • Good communication skills to manage/interact with people inside and outside of the project team is desirable Languages• English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency (both oral and written) English and Spanish is required; Knowledge of French and Portuguese is desirable Additional InformationNot available.
