Mission and objectivesThe UNFPA, United Nations Population Fund, promotes gender equality, reproductive health, youth empowerment. The organization was created in 1969, the same year the UN General Assembly declared โ€œparents have the exclusive right to determine freely and responsibly the number and spacing of their childrenโ€. Together with partners, UNFPA works in 150 countries, and in Ukraine since 1997. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA in Ukraine works for: โ€ข creating conditions in which every young person can fulfil the potential, lead a healthy lifestyle, know their reproductive rights and take an active social life; โ€ข conducting sexual and reproductive health campaigns to improve access to health and care services and improve its quality, especially for young people; โ€ข combating gender stereotypes in society (through the media, compulsory education for civil servants on gender mainstreaming, the improvement of national gender policy and anti-discrimination expertise of school textbooks); โ€ข providing information and services to gender-based violence survivors through the creation of crisis centres, supporting the work of mobile teams of psycho-social and support, providing expert support and raising general awareness in society.

ContextUNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. In Ukraine, UNFPA works to advance sexual and reproductive health and rights, gender equality, youth empowerment, and to strengthen the countryโ€™s demographic resilience with particular focus on supporting vulnerable groups, including women, youth, and communities affected by the war. In 2025, UNFPA Ukraine launched its 4th Country Programme (CPD 2025โ€“2029), which is aligned with the UNFPA Strategic Plan and the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Ukraine. The CPD focuses on four key outcomes: improving access to quality sexual and reproductive health services, promoting gender equality and preventing gender-based violence, empowering young people, and strengthening population data and demographic resilience. It is designed to respond to the challenges of war, displacement, and recovery, while laying the foundation for long-term, sustainable development. The full-scale invasion in Ukraine, which started on 24 February 2022, has caused civilian casualties and the destruction of vital infrastructure, forcing millions of people to flee their homes seeking safety, protection, and assistance. Moreover, the war continues to increase the risks of GBV, with around 2.4 million people needing GBV services in 2025. UNFPA leads the coordination of the inter-agency Gender-Based Violence Area of Responsibility (GBV AoR) in Ukraine. The AoR ensures the timely delivery of GBV prevention and response services across the country; enhances the capacity of GBV actors, particularly local and national actors, to uphold GBV minimum standards; facilitates ethical information sharing and best practices; and promotes collective interagency actions to prevent and respond to GBV. UNFPA is looking for candidates to join the GBV AoR team who can deliver high-impact, sustainable results related to information management and can demonstrate exceptional resource management and a commitment to program excellence.

Task DescriptionUnder the supervision of the GBV AoR Information Management Specialist, the UNV Expert, GBV AoR Information Management Associate will support GBV AoR data management, build capacity in data managementโ€”including safe and ethical data practicesโ€”and coordinate with partners, OCHA, and other AoRs/Clusters on data management. Specifically, the GBV AoR Information Management Associate will perform the following key functions: Support GBV AoR Data Management (including Data Collection, Analysis, and Sharing) - Coordinate with GBV AoR partners and other relevant actors to enter data accurately into the ActivityInfo database, GBV Service Mapping platform, and other relevant information management systems. - Ensure data quality and adherence to ethical standards for GBV data management by conducting regular checks, cleaning, and maintaining databases, dashboards, and the GBV website. - Analyze data to identify trends, patterns, and key findings. Present results through clear visualizations (charts, graphs, maps) and dashboards for reports, presentations, and advocacy materials. - Assist with qualitative data collection and entry from focus group discussions and mixed-method studies. - Monitor and report on monthly 5Ws data quality issues, updating dashboards and tracking resolution of data issues. - Support documentation and dissemination of best practices and lessons learned. Capacity Building on Data Management (including Safe and Ethical Practices) - Facilitate training sessions and one-on-ones for partners on GBV AoR information management, including 5Ws reporting, service mapping, and GBViE minimum standards. - Provide coaching and support on monitoring tools (e.g., pipeline-distribution matrices for dignity kits) and ensure adherence to data protection protocols, confidentiality guidelines, and best practices. - Maintain regular office hours for partner support and provide feedback on training plans and materials related to GBV data ethics. Coordination with Partners, OCHA, and Other AoRs/Clusters - Participate actively in relevant meetings, working groups, and inter-agency discussions on information management. - Coordinate with IMOs of OCHA, other clusters, and AoRs (e.g., Protection, Health, Child Protection, Mine Action) to ensure consistent and ethical data management across the humanitarian response. - Support planning and implementation of monitoring visits to GBV service providers, including joint assessments (e.g., UHF visits, safety audits), and report on best practices and recommendations. - Share meeting minutes and action points with the supervisor within three working days. Handover and Knowledge Transfer at the End of Assignment - Develop and submit a comprehensive knowledge transfer plan one week before the contract ends, including updates on work completed, next steps, training materials, \"how-to\" guides, and data process flowcharts. - Hand over all project deliverables (reports, files, software) in an organized and accessible format. - Under supervision, identify and train an internal team member during the final two weeks to ensure continuity. Living conditions and remarksAs it is a national UN Volunteer's assignment, the UN volunteer shall organize his/her accommodation by themselves. Entitlements of a National UN Volunteer The contract lasts for the period indicated in the vacancy, with the possibility of extensions subject to the availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract. Allowances: โ€ข Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) of USD 2076 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as โ€œEโ€. โ€ข USD 400 entry lump sum, one-time payment. Medical and life insurance: โ€ข Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV-provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. โ€ข Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: โ€ข Annual leave: UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. โ€ข Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period. โ€ข Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. โ€ข Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
