GBV Associate

Organizational Setting and Work Relationships

The GBV Associate supports the operations' efforts to fulfil UNHCR's mandate and associated obligations on GBV prevention, risk mitigation and response based on policy and guidance.

The GBV Associate works under direct supervision of a more senior GBV/Protection colleague who defines overall work objectives and provides regular advice and guidance. S/he will focus on strengthening GBV case management supervision as well as safe and ethical data collection and further analysis of GBV trends. The incumbent will also ensure quality prevention and risk mitigation interventions.

S/he collaborates closely with the UNHCR management and the Protection team in the country and strengthens working relations with other agencies involved in GBV prevention, risk mitigation and response. S/he promotes alignment with GBV minimum standards and respect of GBV Guiding Principles.

S/he also ensures that persons of concern, in particular women and girls, are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

Duties
- Assist the Associate Protection Officer or Associate GBV Officer and/or the Protection Officer or GBV Officer in the preparations and holdings of the coordination meetings of the GBV sub-working group (and/or Protection Working Group) or support follow-up required within GBV sub-clusters chaired by other organizations.
- Support the development of coordination tools such as referral pathways;
- Contribute to safety audits and other relevant assessments.
- Contribute to analysis of GBV trends and gaps, including by assisting with drafting briefing notes and analytical reports.
- Contribute to support other sectors/units on GBV risk mitigation under overall guidance of Associate Protection Officer or Associate GBV Officer / Protection Officer or GBV Officer. Contribute to the design of GBV prevention, risk mitigation and response interventions.
- Support in providing technical guidance to partners and government counterparts on GBV minimum standards under overall direction of the supervisor.
- Contribute to GBV partners' monitoring by undertaking regular field visits and drafting monitoring reports; Provide inputs to donor reports;
- Provide GBV case management services for survivors at high risk and/or other complex cases (if relevant in operation) and follow-up with other units/partners as relevant;
- Ensure technical supervision of UNHCR staff providing GBV case management (including coaching and implementation of staff care strategies);
- Support GBV capacity building initiatives, including on GBV safe disclosure and referrals.
- Ensure the wishes of survivors are prioritized as per the survivor-centred approach.
- Enforce compliance with, and integrity of, all protection standard operating procedures for GBV as well as the GBV minimum standards and Guiding Principles.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Relevant Job Experience
Essential
3 years of previous work experience relevant to the function of GBV in a local context and having experience in the field of GBV prevention, mitigation and response, broader protection or social work involving empowerment of women and girls, gender, child protection, mental health, counselling and working with survivors, humanitarian and development issues. Applied experience in survivor-centred approach, GBV guiding and Case management principles related to GBV programs. Demonstrated knowledge in gender equality and the empowerment of women and girls and apply, promote and integrate gender analysis into humanitarian programming. Knowledge of GBV minimum standards, Guiding Principles and GBV case management standards.

Desirable
Demonstrated knowledge of engagement with GBV Interagency humanitarian architecture. Knowledge and experience of participatory approaches to engaging with and mobilizing communities. Good understanding of displacement and protection issues including, child protection, education and the application of the Age, Gender and Diversity Policy.

Desired Candidate ProfileThe GBV Associate will be reporting to the Community-Based Protection Officer at UNHCR in Bucharest, Romania. The position is an integral part of the protection team, working closely with other units, as well as at inter-agency level, to coordinate and harmonize the multi-sectoral GBV prevention, mitigation and response mechanisms in Romania. The GBV Associate supports the implementation of the operationโ€™s efforts to fulfil UNHCRโ€™s mandate and associated obligations in this area, based on policy and guidance from the national, regional and global level. S/he contributes to updating and implementing a comprehensive GBV strategy and liaises externally with authorities and partners on GBV standards and policy as guided by the supervisor. S/he will focus on strengthening GBV case management through UNHCRโ€™s partner, including providing relevant capacity-building interventions to these, as well as safe and ethical data collection and further analysis of GBV trends. The incumbent will also ensure quality prevention through the use of relevant curricula and risk mitigation interventions, adopting long-term approaches leading to an increased social behavioural change within the refugee community and a direct inclusion of the GBV dimension across Units. The incumbent will ensure an inclusive approach in his/her contribution to GBV prevention, risk mitigation and response, adapting interventions to women, girls, men and boy survivors, including those with disabilities or LGBTIQA+ persons. Additionally, the incumbent will lead the GBV mainstreaming process across Units and sectors, duly involving the persons with and for whom UNHCR works, partners and UNHCR field offices throughout such processes, including the support and/or conduction of safety audits.
As part of the inter-agency coordination, within the context of the RRP refugee coordination mechanism, the GBV Associate represents UNHCR in the GBV sub-working group as a co-lead, together with a local NGO. Similarly, s/he maintains a close working relationship with other UN agencies that work on GBV related issues in Romania and the UNHCR Regional Bureau for Europe. The assignment will entail occasional mission travel to monitor partner activities in the field and support GBV focal points and capacity-strengthening efforts with local stakeholders.
The candidate must prove having good understanding in delivering protection to displaced populations, with a focus on gender-based violence, its approaches and how to engage and mobilize the community to ensure provision of services in a meaningful and dignified manner. The candidate is needed to have sound demonstrated skills in dealing with multiple stakeholders, including authorities, to consult them, collect information, monitor programme activities and policy developments and implement operational requirements. Ability to monitor and analyse the protection situation with regards to Gender-Based Violence, formulate and propose strategic solutions and protection response activities is paramount for this position.
H/she should demonstrate analytical and reporting skills, be able to proactively plan and follow-up on individual cases, as well as work with communities, refugees and asylum-seekers and UNHCR partner agencies. Experience in the UN and/or occupying somewhat coordination roles is an asset. The candidate should have previous experience in working under stressful environment and demonstrate ability to come up with solutions in changing circumstances.
The candidate should be a strong team player, being able to work with people of different backgrounds and in a multicultural environment. H/she should have very good communication skills, being able to tailor communication to the different target groups. The candidate must have solid knowledge of the English language, including excellent drafting and presentation skills, noting having knowledge of Romanian, Russian and/or Ukrainian would be desirable.

Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).
