    Organizational Setting and Reporting Relationship

    The position of Financial Control Assistant is assigned to the Technical Assistance Section (CTLA-TA) of the Loan Administration Division (CTLA) within the Controller's Department (CTL). You will be based at our Headquarters in Manila, Philippines.

    You will report to designated International Staff and Officer.

    Your Role

    As a Financial Control Assistant, you will process claims including applications for liquidations, monitor contracts and budgets, prepare payment vouchers, and reconcile technical assistance advances and accounts for projects funded by ADB and donor grants.

    You will:

  • Process claims, including liquidations, for payment of consultants, contractors, and other service providers under technical assistance (TA) grant project financed by ADB and donor's TA grants or trust funds. Check that the claims/billings submitted observe contract provisions, relevant financial covenants, applicable administrative orders/circulars, and established ADB policies and guidelines.

  • Review consultant's contracts to monitor cost estimates, contract variations, actual disbursements by budget line items, and prepare status of consultant's contracts for information of supervisor.

  • Process transactions through the preparation of disbursement or journal vouchers or other relevant payment documentation.

  • Keep track of advances and liquidations; clear matched items; and prepare monthly reports on outstanding advances and items not reconciled.

  • Assist and collaborate on other areas of the division, if required, to respond to urgent and priority matters.

  • Contribute to innovation projects and perform other tasks as assigned and reflected in your workplan.

    Qualifications

    You will need:

  • Bachelor's degree in business administration, accounting, finance preferably a Certified Public Accountant (CPA).

At least 5 years' work experience in disbursement operations, project administration, auditing or accounting in financial institutions.

Experience with accounting practices and systems and general policies, procedures, guidelines and reporting requirements prevalent in a multilateral institution.

Knowledge of internal control concepts and business processes to help maintain sound internal controls and assess risks related to financial reporting.

Demonstrated experience collaborating in cross-cultural and diverse teams to build mutual understanding and achieve shared goals.

Proficiency in ADB standard and similar software programs used by multilateral development banks.

Written and verbal proficiency in English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
