Only Myanmar nationals, individuals with residence status or the appropriate employment visa for Myanmar are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Myanmar. JOB DESCRIPTION Under the direct supervision of the Head of Office, the Finance Officer will be responsible for providing Finance support to IUCNโ€™s project activities in Myanmar. The position will be based in Myanmar Country Office, Nay Pyi Taw. The work will involve occasional travel to the project sites.

SPECIFIC DUTIES

Petty cash
โ€ข Review and arrange petty cash replenishments and maintain agreed level of cash in hand for disbursements;
โ€ข Review petty cash vouchers for accuracy and approvals;
โ€ข Check petty cash reconciliation in excel sheet regularly, and, on monthly basis the printed and signed version of reconciliation should be accompanied with full supporting documents.

Staff advances / loan
โ€ข Reconcile staff advances and loan accounts of IUCN Myanmar Country Office;
โ€ข Coordinate with relevant staff for settling outstanding amounts under their loan/advance accounts on a monthly basis;
โ€ข Provide information related to salary deductions and ensure staff loan and advances accounts are fully settled on exit clearance for staff leaving the organization.

Reconciliation
โ€ข Provide assistance on reconciliation of other balance sheet accounts and of Inter-company accounts with ARO, HQ and other country offices.

Cross charges
โ€ข Coordinate with other countries offices on cross charges processing;
โ€ข Prepare debit/credit notes for IUCN Myanmar Country Office;
โ€ข Review and process debit / credit notes received from other offices.

Travel
โ€ข Check travel advances, travel claims and other settlement of advances and process entries in ERP for travel advances and expense claims.

Receive/invoice cash
โ€ข Receive cash from staff and third parties, process receipt vouchers in ERP and issue official receipt;
โ€ข Prepare invoices to donors/third parties.

Assist Regional Finance Unit in the following tasks
โ€ข Where required by the donor provides the relevant documents from files and photocopy the supporting documents for project financial statements;
โ€ข Prepare the documentation, make payments for workshop participants, and prepare disbursement statement;
โ€ข Enter data into the online accounting system (NAV) and maintain important data/information on local computer;
โ€ข Coordinate and provide assistance to Accounts Officer in Asia Regional Office (ARO) regarding accounting cross charges and reporting of IUCN Myanmar Country Office.

ERP data entry and Filing system
โ€ข Enter and maintain accurate accounting data in ERP;
โ€ข Maintain an updated filing system of project related, country related and all accounting related files;
โ€ข File project contracts and file scan version of project contracts.

Monthly project financial report
โ€ข Distribute project financial reports information to the project managers and prepare internal monthly, quarterly, mid-year and yearly financial reports for IUCN Myanmar Country Office and all projects in accordance with Internal Agreement in each project;
โ€ข Prepare quarterly or bi-annual donor financial data and reports for the respective projects in line with donor reporting requirements;
โ€ข Checking the project expenditure, expenditure report from grantees and partners;
โ€ข Reconcile bank accounts of IUCN Myanmar Country Office on monthly basis.

Audit
โ€ข Prepare and assist audit process in line with projects and donor requirements;
โ€ข Identify and process for selection auditors or audit firms.

Staff time
โ€ข Create and prepare tasks allocation in TMS for staff time and ensure tasks allocation are made in line with approved budget line items;
โ€ข Maintain and update monthly staff time budget balance control sheet, checking balance with project managers and Head of Office.

Funds request
โ€ข Prepare the project office cash flow projections/cash request and monitor the continued availability of funds for project implementation.
IUCN Myanmar Country Office budget
โ€ข In consultation with the Head of Office and anticipating budget preparation process on ABC project list forecast (revise 3 times per year on ABC list, internal transfer, income/expenditure/capital, etc);
โ€ข Monitor budget and expenditure.

Monthly MIS review
โ€ข Review monthly MIS; provide comments on IUCN Myanmar Country Office operational expenses if needed;
โ€ข Distribute MIS report to Head of Office and prepare internal monthly, quarterly, mid-year and yearly financial reports for IUCN Myanmar Country Office.

Procurement
โ€ข Coordinate and facilitate procurement in the IUCN Myanmar Country Office;
โ€ข Ensure that all procurements follow IUCN procurement guidelines and processes;
โ€ข Ensure that all equipment/supplies are purchased according to IUCN procedure and ensure that every procurement must be done with a sequentially numbered Purchase Order Form.

Fixed asset (When Myanmar office has separate company)
โ€ข Provide supervision and monitoring of Fixed Assets the inventory system being maintained by IUCN Myanmar Country Office;
โ€ข Ensure that the inventory system follows the steps outlined in the ICS Implementation.

Office expenses
โ€ข Ensure that all invoices from vendors/ suppliers are checked and charged to correct projects and budget lines or to staff personal account prior to making any payments;
โ€ข Ensure that staffs are billed for private use of vehicle or any other services provided through the office;
โ€ข Advise and guide in disbursing office expenses as well as petty cash in respect of advance payment for visa fee, postage fee and fuel cost for IUCN vehicles, workshop, event and meeting related expenses.

OTHER DUTIES
Carry out any other duties you may be called upon to perform from time to time by your supervisor. REQUIREMENTS โ€ข A Bachelorโ€™s Degree in Accounting, Financial Management, Commerce, or a related field of study is a must.

โ€ข At least five years of progressive experience in the related areas including in a similar position in an international organization.

โ€ข Excellent attention to detail with the ability to manage projects through their life cycle.

โ€ข Excellent people skills, including in conflict resolution and team building, problem solving, and negotiations.

โ€ข Working knowledge (including practical experience) with the local and national labour laws, relevant legislation, policies and procedures relating to both HR and Administration in Myanmar office.

โ€ข Ability to work under pressure and deliver high quality outputs within tight deadlines.

โ€ข A positive and proactive team player with a strong solutions orientation. APPLICATIONS
