Finance Assistant - Budgets & Planning
Overview
Under supervision of Finance Manager, this position will review the pre-award proposal budgets and ensure full cost recovery methodology is followed to cover CIFOR-ICRAF non-research expenses and specific research unitโs costs, support the annual CIFOR-ICRAFโs annual Program of Work and Budget process in compliance with current policies and procedures, implement financial processes, methodologies, procedures in OCS related to budgeting, forecast, analysis of variances and financial reporting at the institutional level, also ensure that CIFOR-ICRAF policies on full cost recovery and laid down donor regulations are adhered to in all donor proposal budgets.
Duties and responsibilities
1. Pre-Award proposal development
Ensure an accurate full cost recovery methodology to cover CIFOR-ICRAF non-research expenses and specific research unitsโ costs
Maintain a comprehensive understanding of relevant donor policies, regulations, and procedures
Ensure the organizationโs policies on full cost recovery and laid down donor regulations are adhered to in all donor proposal budgets
2. Centre Funds Monitoring and Annual Budgeting
Prepare financial updates and analysis of center funds and share the report with PI
Monitor the workflow status of budget input in the system and follow up the corrective action to the respective units
Liaise with System Development Team to solve any technical issue in the budget system
Monitor the status of high probability proposals in collaboration with Resource Mobilization Unit and Research Themes
Ensure the CIFOR-ICRAF Rolling budget is up to date
3. Management and Other Stakeholders Reporting
Monitor the burn rate status under unit / region that are assigned and provide the analysis
Collaborate with the Grants Accounting Team in providing necessary reports and in analyzing of grants burn rates and indirect cost recovery status
Support Finance Manager in the preparation of all reports (including ad hoc reports), information and data required or requested by Integrated Leadership Management Group (ILMG) and the Board of Trustees
4. Internal Controls
Ensure compliance with policies and safeguard of CIFOR-ICRAF assets
5. Perform any other tasks assigned by the Supervisor
Education, knowledge and experience โข Bachelorโs degree in finance, accounting or related fields
โข A minimum of 2 yearsโ experience in financial and accounting services
โข Experience in budget development
โข Experience working with a wide and diverse network of groups and individuals
โข Familiar with project management
โข Strong computer skills in word processing, databases and other relevant office applications
โข Fluent in written and spoken English
Terms and conditions โข This is a Locally Recruited Staff (LRS) position. CIFOR-ICRAF offers competitive remuneration in local currency, commensurate with skills and experience
โข The appointment will be for 1 (one) year with the possibility of extension contingent upon performance, continued relevance of the position and available resources
โข The duty station will be in Bogor, Indonesia
