After more than 45 years in Lao PDR, UNICEF Lao PDR UNICEF is one of the longest-serving international organizations in the country plays an important role in supporting the government, advocating for reform and leading coordination to scale-up results.
ContextUNICEF has been working in Lao PDR continuously since 1973, one of the longest-serving international organizations in the country. We have been implementing one of UNICEFโs largest country programmes worldwide, working tirelessly to promote the rights of children and women and to bring basic services - education, health, nutrition, protection, water, sanitation, and hygiene - to those who are most in need. In Lao PDR, UNICEF is promoting the rights and wellbeing of every child. Together with our partners, we are focusing and putting extra efforts on reaching the most vulnerable and excluded children throughout the country. As part of the Finance team, the UNV will contribute his/her technical acumen to support the implementation of services that enhance the capacity of their clients to deliver on their business goals and objectives. In doing so, the incumbent demonstrates the ability to anticipate Finance-related needs and develop subsequent plans and solutions that align Finance management with business objectives.
Task DescriptionUnder the direct supervision of Finance Specialist, the tasks and responsibilities of the UN Volunteer will include, but not be limited to: ๏ง Invoicing processing: - Responsible for collecting invoices and processing invoices. - Responds to client transaction status and other inquiries. - Computed TAs, TAs claim and edit part bank for payments. ๏ง Banking service: - Visits the bank as and when required. - Timely deposits cash /checks received from customers to UNICE bank accounts. - Stamps, copies, and prepares the bank transfer orders for the submission to the bank. - Timely collects monthly bank statement and bank advice from the bank. - Obtains the announcement, holidays schedules, latest change and new development of the bank services or policies and share with staff and relevant parties. - Assist new staff open bank accounts. ๏ง Cash Receipts: - Receives check or cash from client. - Deposits check or cash to UNICEF bank account. - Issues cash receipts to client upon receipt of check or cash. - Monitors and reviews transactions to ensure cash receipt s are timely recorded. - Monitors the outstanding receivable account and follow up with the relevant clients to collect debits or credits. ๏ง Filling archiving and records retention: - Maintains hard and electronic files and update data base systems ensuring timely and appropriate recording, safekeeping and disposal of document and information in compliance with the office policies. - Filling day to day finance documents, records, and reports in chronological order as per office established guidance. - Maintains all financial documents, records and reports and its supporting documents and ensures the information is accessible and available for review when required. - Permanent, non-permanent routine administrative records are kept in finance office for a year, after that they may be put in the boxes, labelled, and sent for archiving to a storage facility. - Follows the records retention policy, requests for approval and administrators the disposal of financial documents. ๏ง Other General Duties: - Calculates the bank transfer orders and checks for the signatures of bank signatory panels, checks and ensures the segregation of roles is applied and adhere to when circulating the document for the signature. - Contacts vendors to collect check. Reports to supervisor when check is long outstanding and not collect by vendors. - Stamps PAID on vendorโs invoices and other relevant financial documents after it is paid by the office and before sent to filling.

Living conditions and remarksLocation of the workplace: The workplace is located by the side of the Mekong River, 3km from the center of Vientiane Capital and easy to reach. Commute is either done by private car, taxis or bicycles. The UNV will be based within the Operations Section. UNICEF Lao PDR is a multi-cultural working environment with around 100 staff working to protect and advance the rights of children Vientiane is a family duty station and is relatively safe but special cautions must be aware when walking alone during the dark. As part of the appointment process, the UNV is required to complete the B-SAFE training and submit the certificate.
