What We Doย GPE helps low- and lower-middle-income countries to build stronger education systems so that all children can get the education they need to thrive. We currently support nearly 90 countries where the needs are greatest and focus on reaching the children who are the most vulnerable, including girls, children with disabilities and those affected by extreme poverty or conflict. Our unique approach works. Since 2002, 160 million more children in GPE partner countries have set foot in classrooms for the first time, more than half of them girls. GPE is also the largest provider of education grants in the global COVID-19 response, providing partner countries with vital resources to ensure that learning can safely continue.ย

Between 2020-2025, GPE will support transformative change in up to 90 countries and territories, which are home to 1 billion children. Raise Your Handย In July 2021, the Global Education Summit put GPE firmly on the path to be fully-funded by 2025, by raising a record US $4 billion from donors for GPEโs Raise Your Hand campaign. At the Summit, Heads of State and Government from partner countries made historic commitments to education financing and GPE also mobilized an unprecedented number of pledges from businesses, private foundations and development banks.
A fully funded GPE would support transformed education systems in up to 90 countries and territories, enable up to 175 million children to learn and help get 88 million more girls and boys in school by 2025. In the longer term, this investment could add $164 billion to economies in GPE partner countries, lift 18 million people out of poverty, and protect 2 million girls from early marriage.
Governance And Organizational Arrangementsย The GPE Board of Directors includes ministerial-level board members and alternates representing 20 constituencies that reflect the Partnershipโs breadth. The Board Chair is HE President Jakaya Kikwete and the Board Vice Chair is Ms. Christine Hogan. The Board of Directors, with its three standing committees, provides policy and strategic oversight and approves or delegates funding decisions.
The GPE Secretariat, with 160 employees and hosted by the World Bank, is responsible for translating the policies and strategies set by the Board into practical support for partner countries, coordinating with diverse stakeholders and galvanizing global support for SDG4. The Secretariatโs headquarters are in the World Bankโs offices in Washington, D.C., with a European office in Paris, an Africa office in Nairobi, a satellite office in Brussels, and a support office in Chennai.
ABOUT THE TEAM
The Finance & Grant Operations (FGO) team focuses on fiduciary matters, grant processing, monitoring and administration, risk, innovative financing, and trustee finance.
The Risk and Compliance Practice is primarily responsible for setting policies, processes, standards and guidelines to ensure fiduciary oversight for GPE grants, throughout the different stages of the project life cycle, as well as maintaining GPE's risk framework, and monitoring and reporting on associated risks and conducting due diligence of GPE partners. The key tasks performed by the practice include biannual corporate risk updates to the GPE Board, due diligence reviews, developing and updating policies and guidelines for fiduciary oversight of GPE grants, grant agent accreditation, overseeing application of misuse of funds policy and Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) policy, and monitoring and reporting on incidents of misuse of funds and SEAH. The practice also provides training for regional staff and supports regional grant finance staff as needed on fiduciary quality assurance of grant applications/revisions, and fiduciary oversight of grant implementation (including review of audit reports, progress reports, and completion reports).
ABOUT THE JOB
This position will be based initially in Chennai, India but may be relocated if business needs arise that make it necessary to do so .
DescriptionThe Finance and Risk Analyst will report to the Team Lead of the Risk and Compliance Team and will support work on risk management, due diligence, fiduciary oversight of GPE grants, and any other duties as required.
Duties And Accountabilities
1. Risk management: The Finance and Risk Analyst, under the supervision of the Risk and Operations Officer, will support critical work on the risk management function. These include:ย
โข Support the development and/or revision of the risk management framework including the risk policy, the risk taxonomy, the risk appetite statement, and related key performance, control and risk indicators.โข Development and implementation of risk management processes and tools enabling the identification, assessment, mitigation, and reporting of risk, including and not limited to risk models, risk quantifications and online risk dashboard.ย โข Monitor, analyze, and prepare reports on implementation of risk mitigation actions and plans.ย โข Support the preparation of data analysis, reports and presentations for the Board and relevant Committees as required.ย โข Conduct compliance reviews as directed to examine implementation of mitigation actions, and key business processes, and controls that are critical to effective risk management.โข Support development of key corporate deliverables in relation to corporate and operational risk management as required.โข Any other duties as required.ย
2. Due diligence: The Finance and Risk Analyst, under the supervision of the Risk and Operations Officer, will support critical work on the due diligence function. These include:โข Liaise with GPE Business Units on due diligence matters and provide advice and timeline for due diligence review in accordance with the Due Diligence Framework.โข Manage GPE due diligence research and evaluation of information on entities considered for engagement, resulting in the formulation and delivery of relevant and focused recommendations around existing opportunities, related integrity issues and effective risk management measures.o Manage the Know Your Client (KYC) process, communicating directly with prospect when required and in close collaboration with Relationship Managers and Risk and Compliance Team. Coordinate the collection of the required KYC and other documents from prospect.ย o Perform due diligence reviews following the decision-making framework for determining whether the GPE may enter an arrangement with a non-sovereign donor. The due diligence review involves performing desk reviews of documents, reports, procedures, governance mechanisms, financial statements, etc., performing risk and compliance checks, performing reputational risk assessments, conducting interviews, investigations, reviewing, and/or auditing to verify facts and information using third-party websites and other search services.ย o Provides clear, targeted, and objective analysis of market data related to private sector prospects against GPE mission and due diligence criteria, including through the effective use of specialized external sources and providers.โข Analyze key findings, resulting in the formulation and delivery of relevant and focused recommendations around existing opportunities, related integrity issues and effective risk management measures.โข Contribute to sound achieving of due diligence requests and updating of due diligence tracker.โข Any other duties as required.ย
3. Fiduciary oversight of GPE grants: The Finance and Risk Analyst, under the supervision of the Grants Finance Officer, will support critical work on fiduciary oversight of GPE grants. These include:โข Contribute to semi-annual updates to the relevant Board Committee and regular updates to Leadership Team (CEO, DCEO, CFO) and the Board restricted list on misuse of funds and PSEAH.โข Support accreditation process for new grant agents, as well as documenting and following up on accreditation action plans, where applicable.โข Provide surge capacity for fiduciary oversight work as required.ย โข Any other duties as required.
Selection Criteria
EducationBachelorโs degree in finance, accounting, economics, risk management or relevant field of study. A Masterโs degree in any of these fields and/or Professional risk management (eg. PRM, IRM,) or accounting qualification (e.g., CPA, ACA, ACCA, CIMA, CIPFA) would be preferred. Knowledge of risk models and risk quantification is an advantage.ย
