BACKGROUND

The Global Green Growth Institute (GGGI) is an implementation partner of the Regional Pacific Nationally Determined Contribution (NDC) Hub, established to help Pacific Island Countries (PICs) achieve the goals of the Paris Agreement. The Hub supports PICs in reviewing, enhancing, and implementing their climate commitments, contributing to resilient, low-carbon development in the Pacific.

Funded by the governments of Germany, Australia, New Zealand, and the United Kingdom, the NDC Hub activities are delivered through four implementing partners: GGGI, Deutsche Gesellschaft fรผr Internationale Zusammenarbeit (GIZ), the Pacific Community (SPC), and the Secretariat of the Pacific Regional Environment Programme (SPREP).

Through the Hub, GGGI provides technical support to 14 Pacific member countries in NDC implementation, capacity building, and institutional strengthening. To help coordinate these efforts, GGGI is recruiting a Finance and Corporate Services (FCS) Associate to provide operational, administrative, and logistical support for project delivery.

POSITION SUMMARY

The Finance and Corporate Services (FCS) Associate plays a key role in ensuring the smooth delivery of the Regional Pacific NDC Hubโ€™s activities by providing high-quality finance, procurement, human resources, logistics, and administrative support in line with GGGI policies, donor requirements, and best practices. Based in the Suva office, the Associate will coordinate operational processes across multiple projects, including budget monitoring and reporting, procurement and contract management, recruitment support, and event and travel arrangements.

The role requires maintaining accurate project records, supporting donor reporting, and ensuring compliance across all operational functions. The FCS Associate will work closely with internal teams, implementation partners, government counterparts, and service providers to facilitate effective coordination, strengthen operational efficiency, and enable the successful implementation of NDC-related activities in Pacific Island Countries. This position will be embedded in the Regional Pacific NDC Hub office in Suva and will report directly to the GGGI Pacific NDC Hub Coordinator.

PURPOSE
Ensure process integrity across a wide range of services related to areas such as finance, human resources, procurement, logistics arrangements in line with established GGGI policies, standards and donor requirements, ensuring value for money and compliance, as well as carry out other operational and administrative functions. Supports key service processes, daily administrative and donor reporting tasks to deliver on the operational requirements of the Regional Pacific NDC hub project including support to relevant work in the other Pacific offices. Ensure administrative, finance, and operational processes are executed effectively and troubleshoot issues to maintain smooth operations. Promote a client-oriented approach consistent with GGGI rules and regulations. Ensures adherence to GGGI policies across procurement, legal, HR and finance whilst offering solutions to day-to-day office issues. Support donor reporting tasks and ensure timely and accurate documentation of operational activities. Assist in the implementation of the country requests being led by GGGI.

ENGAGEMENT
Facilitate communication between team members, government counterparts, and external stakeholders to ensure effective project coordination. Collaborate with project teams, country office staff, and GGGIโ€™s regional/global operations units to align administrative support with project goals. Coordinate with HR, Procurement, Finance and IT teams to support recruitment, onboarding, procurement, finance & budget, and asset management. Communicate programme needs to service providers/suppliers and ensure that services/products are delivered in line with established agreements within required timelines. Support any other FCS operations as required by the GGGI Pacific team.

DELIVERY
Finance, HR, and Procurement
Maintain project filing systems online (e.g., SharePoint) and ensure high standards of documentation and reporting quality to support timely and accurate donor and stakeholder reporting. Monitor budgets and expenditures, consolidate financial documentation, prepare internal and donor reports, and support the NDC Hub Coordinator and Project Coordinator with budget setup, record keeping, and compliance across all project phases. Process payments, cash advances, reconciliations, and procurement requests, including invoice processing, workflow follow-up, and vendor notifications, ensuring compliance with GGGI rules, regulations, and donor agreements. Support the development and administration of procurement plans and requisition procedures aligned with annual work programs and budget lines, including sourcing vendors, preparing quotations, managing purchase orders and contracts, and providing administrative and logistical support for program implementation such as vendor management, ERP transactions, travel and event coordination, and budget tracking. Manage recruitment support, onboarding processes, and personnel record maintenance in coordination with HR. Provide required inputs for internal and external audits, attend to audit queries promptly, and ensure compliance with GGGI and donor audit standards. Carry out operational transactions in alignment with GGGIโ€™s policies, procedures, and specific grant agreements. Maintain complete and accurate project records in compliance with GGGI and donor requirements.

Events and Other Logistical Support
Lead the organization of virtual and in-person events, workshops, and trainings, including venue booking, catering, materials preparation, and participant travel. Coordinate event logistics and communications, including invitations and registrations. Obtain, assess, and recommend value-for-money quotations from vendors. Collaborate with the Pacific Communications team to develop draft press releases, social media toolkits, and talking points that effectively enhance project visibility.

Administrative Activities
Maintain well-organized digital and physical filing systems for all project-related documents. Support visa and immigration processes for project consultants and firms as and when required. Provide other administrative support as needed for the Regional Office and the Pacific NDC Hub Project Coordinator.

REQUIREMENTS
QUALIFICATIONS
A Bachelorโ€™s degree in any one of the following: accounting, finance, business administration, public administration, or other relevant fields is a must. At least 3 years of relevant professional experience in finance and administration roles, preferably with development /international organizations in the Pacific. Additional certifications in procurement, financial management, or project administration are an asset. Proven experience in financial management and reporting is essential. Demonstrated ability to organise workshops and manage logistics, including participant travel, is required. Experience working with government systems and engaging with donors, multilaterals, and other stakeholders. Experience in preparing press releases, developing social media toolkits, and communicating professionally on social media is an advantage. High proficiency in Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and online collaboration tools (e.g. SharePoint, MS Teams etc). Knowledge of green growth, climate change issues and sustainable development is an advantage. Fluency in English with excellent writing skills is essential. Must be a Fiji Citizen.

WORKING CONDITIONS

The Associate is an X6, national grade level in GGGI's salary scale. For X6 National grade, the base salary starts from USD 19,573. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. In addition, GGGI provides expatriate benefits such as expatriate allowance - equivalent to 20% of the base salary, educational allowance, and other benefits (terms and conditions are to be reviewed in a case-by-case situation).
