Setting and ReportingTo ensure a United Nations that is fit-for-purpose to deliver on the ambition of the SDGs, the General Assembly adopted the most far-reaching development reforms in the history of the organization in May 2018. At the core of resolution 72/279 was the establishment of a reinvigorated, independent, impartial, and empowered Resident Coordinator (RC) system to support a new generation of UN country teams (UNCTs). A critical investment in RC system capacities is the strengthening of the Development Coordination Office (DCO), including, for the first time, at the regional level. The DCO Regional teams play a pivotal role in supporting the work of RCs, RC Offices (RCOs), and UNCTs and facilitating coordination of the UN's regional assets to deliver efficient and effective operational activities at the country level and in cross-border settings. The DCO Regional teams are part of DCO headquarters capacities, located in the same region as the countries within their remit. The Regional Director reports to the Assistant Secretary- General (ASG) and Director, DCO, as First Reporting Officer, and to the Chair of the Regional UN Sustainable Development Group (UNSDG) as Second Reporting Officer. This position is located in the Resident Coordinator System's Business Management Branch (BMB), United Nations Development Coordination Office (UNDCO) in New York. The Resident Coordinator System (RCS) is focused on the advancement of sustainable development, leaving no one behind, and with the eradication of poverty in all its forms and dimensions as an overarching objective, consistent with the integrated nature of the 2030 Agenda for Sustainable Development. The incumbent reports to the Finance and Budget Officer. ResponsibilitiesWithin delegated authority, the Finance & Budget Officer will be responsible for the following duties: Budget preparation: • Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the medium-term plan and other legislative mandates. • Provides support to managers with respect to the elaboration of resource requirements for budget submissions. • Reviews, analyses and provides input into finalization of programme budget/financial implications. • Monitors the integrity of various financial databases and assist with the implementation of relevant updates. Budget administration: • Issues allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. • Monitors budget implementation and determines/recommends reallocation of funds when necessary. • Monitors expenditures to ensure that they remain within authorized levels. • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. • Prepares relevant documentation with respect to budget performance submissions. • Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. • Coordinates the preparation of interim and final certified financial reports for submission to donors according to the terms of the grant agreements. • Prepares acceptance letters for voluntary contributions. • Liaises with the relevant accounting units in creating grants in Umoja when contributions have been received. General: • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures; • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Develops comprehensive training materials (including Standard Operating Procedures (SOPs), PowerPoint presentations etc) for areas of responsibility, in order to improve the efficiency and effectiveness of the unit's client service delivery. • Performs other related duties, as assigned. EducationAdvanced university degree (Master's degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Job - Specific QualificationProfessional certification in accounting or finance is desirable. Work ExperienceA minimum of five (5) years of Progressively responsible experience in finance, administration, budget, business administration or related area is required. Experience in using finance and budgeting modules in Umoja or similar Enterprise Resource Planning System (ERP) is desirable. Two (2) years or more of experience in data analytics or related area is desirable. Knowledge of and experience in applying the International Public Sector Accounting Standards (IPSAS) is desirable.
