Setting and ReportingThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Office of Science is responsible for analyzing the state of the global environment, providing scientific advice and evidence, data analytics, statistics and intelligence to catalyze and promote international cooperation and action on the environment. This post is located in the UNEP's Strategy and Operations Section (SSOS), Office of Science, in Nairobi. Under the direct supervision of the Head Strategy and Operations Section (SSOS) and within delegated authority, the incumbent will perform the following duties: ResponsibilitiesBUDGET & FINANCE ADMINISTRATION โข Prepares allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. โข Monitors budget implementation and recommends reallocation of funds as necessary. โข Monitors expenditures to ensure that they remain within authorized levels. โข Reviews requisitions generated for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. โข Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. โข Assists in the preparation of budget performance submissions. โข Reviews and assists in finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. โข Assists in providing substantive support to intergovernmental and expert bodies. โข Provide budgetary, financial management, and reporting support to the Scientific and Technical Advisory Panel of the Global Environment Facility (GEF-STAP) ensuring compliance with UNEP and Global Environment Facility (GEF) requirements GENERAL: โข Keeps up to date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions and/ as well as with United Nations policies and procedures. โข Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. โข Performs other related duties, as assigned. EducationAdvanced university degree (Masterโs or equivalent) in business administration, finance, or related field is required. A first level university degree combined with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Job - Specific QualificationRelevant training in International Public Sector Accounting Standards (IPSAS) is desirable. Work ExperienceA minimum of two years of progressive experience in finance, administration, budget, business administration or related area is required. Experience in cost management, budget formulation, financial monitoring, accounting, audit and financial reporting is required Experience working with the UN or a similar international organization is desirable. Experience working with an Enterprise Resources Planning (ERP) system, such as Umoja or similar tool is desirable. A minimum of one (1) year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree). LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable.
