    Introduction

Supply chains, including domestic, regional and global supply chains, are a key feature of todayโ€™s globalised economy, with about half of world trade being related to them and with 80% of global GDP consisting of domestic supply chains. Integration into global supply chains provides significant opportunities for developing countries to attract investment, increase value added, diversify exports, become more competitive, and access and upgrade new technologies, which in turn helps to increase incomes, create jobs and alleviate poverty.

The Skills Development and Responsible Business Conduct for Transition Project is a new innovative project funded by The Japanese Ministry of Economy, Trade and Industry (METI). METI aims to achieve improved working conditions and worker well-being by supporting an enabling environment for sustainable enterprises in Japan and in the partner countries, and to support institutional level as well as enterprise level interventions so that business can fulfil its responsibility to respect human rights and labour rights and promote decent work. Furthermore, METI expects to develop a policy environment throughout supply chains for more investment on skills development to improve and expand the access to technical/vocational skills (re-skilling and upskilling) through this project.

This project will target the machinery industry, particularly Electrical & Electronics (E&E) and automotive sectors in Indonesia and Thailand, and will comprise three closely interrelated modules:

    1. Provide skills development to enhance workersโ€™ responsiveness and productivity for structural transformation to a sustainable economy, including respect for human rights, which is consistent with the countryโ€™s development

    2. Promote responsible business conduct (RBC), including corporate activities in harmony with the countryโ€™s development priorities, and respect for the principles of international labour standards

    3. Promote an environment to contribute towards a transition to resilient value chains from the perspectives of trade and investment

The ILC in 2022 adopted the Resolution to add a safe and healthy working environment to the Fundamental Principle and Right at Work and upgraded C155 and C187 as fundamental Conventions. ILO Member States, regardless of their level of economic development, commit to respect and promote the principles and rights set out by the ILO Declaration on Fundamental Principles and Rights at Work, whether or not they have ratified the relevant Conventions.

Neither C155 nor C187 was ratified by Cambodia. Under the Japan partnership programme (the Programme) โ€œEnhancing Occupational Safety and Health (OSH) Standards in the Construction Sector in Cambodia, 2017-2022โ€, a comparative study on Cambodiaโ€™s governance, policy and legal framework on OSH and the International Labour Standards was carried out. The study showed the needs to facilitate the development of national OSH system in line with C155 and C187. In addition, updating the National OSH Master plan has currently been in the progress with the Programmeโ€™s technical assistance. In order to complete this ongoing work for ensuring and promoting safe and healthy working environment in Cambodia, continuous support should be required technically and financially.

While Thailand ratified C187 in 2016, noting the Governmentโ€™s first report as well as its report submitted in 2019 on C187, the ILO Committee of Experts provided several comments, among others, on consideration given to the ratification of C155 and follow-up to the 2nd National Master Plan on OSH and the Environment (2017โ€“21).

    optional section (if needed)

Furthermore, the region faces a challenge in tackling emerging OSH risks against health and wellbeing of workers including mental health in the process of human-centred recovery from the COVID-19 pandemic. Psychosocial factors such as extensive workload and long working hours, job insecurity, isolation or violence and harassment may lead to negative physical and mental health outcomes. It should be properly addressed as one of the priority areas in the updated national OSH programmes.

Based on this background, the proposed project has two immediate objectives, namely, 1) the development of national OSH system in a continuous manner through the implementation of updated national OSH programmes; and 2) capacity enhancement in addressing emerging OSH risks and their control measures in post-pandemic workplaces with particular focus on mental health and well-being in target countries (Cambodia and Thailand).
