The Position:

Theย Admin/Finance Assistant delivers qualityย servicesย in finance and administrativeย servicesย to internalย andย external clients, mastering all relevant rules, guidelines, processes and procedures.ย S/heย takesย a client-oriented results-focused approach,ย interpretingย the rules, procedures and guidelines, providingย supportย andย guidanceย to the Country Office and UNFPA-supported projects. 5/heย supervises supportย staff as deemed necessary

You will work in close collaboration with the operations and programmeย staffย in theย Countryย Office and Provincial Offices, and with the UN Common System working groups.

You will report directly to Operations Manager.

Job Purpose:

Under the guidance of Operations Managerย andย overallย Supervisionย of theย Internationalย Operations Manager you will be responsible for delivering high quality supportย servicesย to officeย operations,ย performing a variety ofย standardย financeย andย administrative processes.

You will be expectedย to demonstrateย strong client and results orientation in service of the country programme.

You would be responsible for:

Operational strategies for Country Office and NEX/DEX projects

Ensure full compliance of financial processes and financial records with UN/UNFPA rules,ย regulations,ย policies and strategies. Provide input to the CO business processes mapping and elaborate the content ofย internalย Standard Operating Procedures in Financeย inย consultation with the directย supervisorย and office management.

Finance support to the Country Office and Provincial Offices

Ensure preparation of cost-recovery bills for theย servicesย provided by UNFPA, follow up on cost recovery; Ensure proper control of the supporting documents for payments and financialย reportsย for NEX/DEX projects; Prepare all types of vouchers and General Ledgerย Journal Entriesย in Quantum and follow up onย paymentย executions withย the UNDPย Country Office; Maintainย theย internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Quantum; Ensureย thatย travel claims are correctly calculated and travel entitlements are duly processed; Ensure that timely corrective actions are taken on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers; Verify and processes staff overtime payments; Review and process advances against approved FACE forms ofย Implementingย Partners; Provideย assistance toย the Country Officeย andย Provincial Offices on OFA management andย HACTย audit; Participate and provideย input to theย Implementing Partnersย spotย checks and preยญ auditย missions; Presentย informationย on the status of financial resources asย required; Maintain the Accounts Receivables for UNFPA projects and coordinate recording of deposits in Quantum with theย UNDPย Country Office; Ensure that proper filingย systemย for financeย recordsย and documents isย inย place.

Administrative support to the Country Office and Sub Offices

Act as alternate focal point of travel agencies and ensureย thatย travelers' air tickets areย issuedย as per the UNFPAย guidelinesย in the absence of Administrative Associate. Act as alternate of the Admin Associate and in his/her absence and ensureย that theย Country Office Realย Estateย Management online systemย isย updated and certificates are prepared as per the UNFPA guidelines; Monitor the transport processes and fuel consumption; prepares and analyzes data related to fleet management.

Knowledge building and knowledge sharing

Provide capacity building sessions to drivers for efficient and effective maintenance record of vehicles, log books and fuel consumption. Contribute to knowledge networks, communities of practice and attends the UN Common Systemย relevantย working group meetings.

Carry out any other duties as may be required by UNFPA leadership.

Completion of secondaryย levelย education required. Additional training/studiesย inย business administration, public administration, Finance and/or specialized certification in Accounting and Finance desirable.

Knowledge and Experience:

At least 5 years of relevant finance experience at the national or internationalย levelย is required. Experience in the usage of computers and office software packages (MS Word, Excel,ย etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Languages:ย 

Fluency in English and Arabic is required as this is a national position.ย
