PROJECT BACKGROUND
The Global Green Growth Institute (GGGI) is currently co-executing the Fiji Capacity Building Initiative for Transparency (CBIT) Project with the Department of Climate Change (DoCC) of the Ministry of Environment and Climate Change (MECC). The project is supported by the United Nations Environment Programme (UNEP) as the Global Environment Facility (GEF) implementing agency.
The key aim of the project is to strengthen Fiji capabilities to effectively report under the United Nations Framework Convention on Climate Change (UNFCCC) and itโs the Paris Agreement, specifically under Article 13-Enhanced Transparency Framework (ETF). The main outcomes are to strengthen and formalize Fijiโs institutional arrangements and processes for regular reporting; establish an IT-based tool for the national Greenhouse Gas (GHG) inventory preparation; and enhance national Measurement, Reporting, and Verification (MRV) systems to enable Fiji to track and transparently report on its Nationally Determined Contributions (NDCs) implementation and climate finance.
Fiji has submitted it first Biennial Update Report (BUR) to the UNFCCC in July 2025 and is currently preparing its combined first Biennial Transparency Report (BTR) and fourth National Communication (NC). As the CBIT project is nearing its technical completion, it is crucial to assess and document how the projectโs outcomes are integrated into the upcoming BTR/NC reporting cycle, which has been initiated on 23 October 2025. This includes evaluating CBITโs contribution to strengthening Fijiโs MRV systems, identifying remaining gaps and challenges, and documenting opportunities for sustaining and scaling up transparency-related activities in a potential second phase of CBIT support, ensuring alignment with Fijiโs climate change policies and plans.
This consultancy will conduct a comprehensive stocktake of existing measures, assess capacity needs, and map priority activities to improve ETF implementation. Building on this, a draft ETF Roadmap with an integrated financing strategy will be developed in parallel with a CBIT Phase 2 concept note, ensuring that both are mutually reinforcing and aligned with national and UNFCCC priorities.
A draft ETF Roadmap, with an integrated financing strategy, will provide Fiji with a clear, phased plan to strengthen institutional arrangements, technical capacities, and resource mobilization for effective, transparent, and sustainable climate reporting under the ETF. The development of a CBIT Phase 2 concept note will define strategic opportunities for continued support aligned with national and UNFCCC priorities. Stakeholder consultations will ensure the roadmap and concept note reflect the perspectives of government agencies and key actors, fostering ownership and coordination.
OBJECTIVES OF THE ASSIGNMENT
The primary objectives of this consultancy are to:
Assess how the institutional mechanisms, tools, processes and capacities established under CBIT and other ETF related activities in Fiji for GHG preparation, NDC and climate finance tracking can ensure sustained improvements in data collection, analysis, and reporting beyond the project period. Identify areas for improvement from lessons learned and experiences from the past reports submitted and other ETF related activities. Based on the assessment, develop a comprehensive draft roadmap that outlines a strategic and phased approach to Fijiโs ETF implementation. Develop a concept note for a potential phase 2 of CBIT support, including the problem tree, theory of change and draft log frame.DELIVERABLES AND PAYMENT SCHEDULE
The consultant will undertake the following activities and the listed deliverables:
Deliverable 1: Assessment Report. The assessment report should primarily include the following:
A stocktake report of existing measures, institutional arrangements, and progress in strengthening Fijiโs national GHG inventory system and ETF implementation. Identification of gaps, challenges, and capacity needs to improve operationalizing the ETF in Fiji by reviewing previous climate reports submitted, other ETF enabling activities and projects and ongoing BTR/NC work. Identification of priority activities to enhance the GHG preparation and reporting to UNFCCC and ETF implementation.Deliverable 2: Draft ETF Roadmap
This deliverable is prepared from the incorporation of results from the stocktake, consultations, and CBIT Phase 2 concept note. A strategic and phased roadmap for ETF implementation, with clearly defined short-, medium-, and long-term actions. Integration of institutional, technical, and capacity-building elements. Financing strategy with analysis of potential mechanisms (domestic, regional, and international) to support roadmap actions and recommendations for mobilizing resources. Monitoring and evaluation framework for roadmap implementation.Deliverable 3: Concept Note on CBIT Phase 2
Define scope, objectives, and opportunities for a potential CBIT Phase 2. Identification of priority areas, integrating findings from Deliverables 1 and 2, and alignment with national strategies and UNFCCC priorities.

EXPERTISE REQUIRED
The consultant is expected to have the following qualifications:
Masters degree in environment policy, public policy, environment science, international development, or any other climate change related fields. Minimum 5 years of experiences in environmental and climate policy development or review, preferably in Fiji or Pacific Islands Countries (PICs). Demonstrated experience and understanding of the preparation of National Communications (NCs)/Biennial Transparency Reports (BTRs) and the Enhanced Transparency Framework (ETF) is preferred. Proven ability to design, plan, and facilitate effective stakeholder engagement meetings and workshops. Strong understanding of Fiji's environmental and climate-related acts, policies, and regulations. Excellent written and verbal communication skills, with a proven ability to produce clear, effective reports and other publications. Strong interpersonal and motivational skills, with sensitivity to the local environment and the ability to work with minimal supervision. Ability to effectively lead and collaborate with people from diverse professional, cultural, and technical backgrounds.
