Context

The Office of Staff Security (OSS) is responsible for providing leadership on security policy management and Country Office operational support to enable effective implementation and delivery of the International Organization for Migrationโ€™s (IOM) programmes and activities, while managing security risks at acceptable levels.

IOM has been operating in Libya since 2006 and has progressively expanded the range of its activities and presence. It counts around 680 staff, working in its two offices and health facility in Tripoli, two sub-offices in Benghazi and Tunis, and field offices in Ghat, Ghatroun, Ejdabia, Zwara, Bani Waleed, and Sabha. It is an active member of the United Nations (UN) Country Team, operating within the framework of its Constitution, the 2006 country agreement, the UN Sustainable Development and Cooperation Framework (UNSDCF) and other notable reference documents and agreements.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Country Level Senior Field Security Officer (SFSO), the Field Security Support Officer (FSSO) will be responsible and accountable for providing security support to help enable IOM activities and assist the SFSO and IOM COM with security risk management in Libya.

The Field Security Support Officer (FSSO) will be expected to implement appropriate safety and security management procedures that will effectively address issues which could impact the security of IOM personnel and associates, premises, assets and operational activities.

In close coordination with the SFSO, maintain effective working exchanges and relationships with security officials of other UN agencies and organizations, government counterparts and partner security services, theย country United Nations Department of Safety and Security (UNDSS) office, and all appropriate security Focal Points for up-to-date security-related information that is beneficial to Libya specific activities.Acquire aย comprehensive operational understanding of IOM approaches and programs in Libya and provide information, updates, Security Risk assessments and technical support in areas where IOM works or plans to deploy its teams throughout the country, evaluating security threats to IOM personnel, premises and operations, and proposing mitigation measures.In close coordination with the SFSO, implement and regularly test a functioning warden system. Warden testing methods should include multiple systems, including testing the functionality and implementation of IOM-specific emergency communications systems (SCAAN), checking the SCAAN dashboard and the prompt posting of relevant security advisories.ย Provide inputs for country-specific training activities, seminars andย briefings, and check that IOM staff in Libya comply with UNDSS standards, including during travel and in-country movements.ย In close coordination with the SFSO, provide safety/security briefings for IOM staff deployed to and travelling within Libya and coordinate all travel security for the Country Office relating to all IOM operations.Ensure all IOM staff and premises are fully compliant with area SRMMs, RSMs and internal standard operating procedure (SOPs) and effectively address all non-compliance findings. Develop and provide pre-departure safety/security briefing for staff based on information received and Security Risk Assessments (SRAs) conducted.ย Participate in the Security Cell Meetings and provide information and updates to the CoM while SFSO is out of the duty station.Develop area specific security plans and programme specific SOPs, identifying possible evacuation routes/location for field-based staff, and adequately brief staff on the plan.Supervise Field Security Associates to ensure the appropriate staff safety and security levelย is provided to IOM personnel.In close coordination with the SFSO, closely monitor and report on staff deployment numbers (staff ceilings) established for the mission/s by the UN Designated Official (DO) during emergencies, in coordination with the Security Management Team (SMT) and UNDSS.In close coordination with the SFSO, report security matters that have a potential or direct impact on IOM operations immediately to the CoM and the Regional Security Officer.In close coordination with the CoM and the SFSO, conduct preliminary inquiries concerning security breaches/incidents in all Duty Stations (DS). Work closely with local authorities to help ensure IOM staff, its assets, and interests are protected, and appropriate corrective measures are taken whenever necessary.Perform such other duties as may be assigned.

Education

Masterโ€™s degree in Security Management/Social Sciences, Law, Disaster Management, International Studies, Communications or a related field from an accredited academic institution with two years of relevant professional experience; or,University degree in the above fields with four years of relevant professional experience

Experience

Minimum two years of progressively responsible experience in international relations,ย disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk, disaster, or crisis/emergency management and preparedness in the public or private service areas, responsible in responding to emergencies that may directly impact security is desirable;Experience in Security Risk Management strategies is desirable;International experience in the humanitarian, public, private, or corporate sector is desirable; and,UNDSS certification to any of the following: Security Certification Programme (SCP), Security Analysis Practice and Process (SAPP), Hostage Incident Management (HIM), Trainer and Development and Certification Course (TDC), and Safe and Secure Approaches in Field Environments (SSAFE) is desirable.
