Organizational Context and Scope

Under the overall supervision of the Senior Program Manager in Haiti and direct supervision of the Emergency Coordinator, and in close coordination with the Regional Thematic Specialist (RTS) at the Regional Office (RO) for Latin America and the Caribbean in Panama City and relevant Divisions/Departments/Units at Headquarters (HQ), the Field Emergency Officer will provide technical and process related support for and assist in coordinating the development, implementation, monitoring and reporting activities of the sub-offices in IOM Haiti.

In close collaboration with emergency program managers, provide technical inputs, guidance and support for the overall implementation of the projects in the areas of intervention, in compliance with IOM policies and standards, as well as donor requirements, agreed timeline and deliverables, and facilitate the mainstreaming of AAP and CFM across programs.Monitor office expenditures, checking adherence to the allocated budget, and flag any overspending or underutilization of funds.Collaborate closely with the logistics team for the proper management of procurement, stock, and equipment for the offices under responsibility.In close coordination with the Emergency Coordinator, the Programme Managers and/or the COM, provide technical and administrative support to relevant staff assigned to the COโ€™s programme, and monitor the work of consultants, implementing partners and service providers recruited to support and/or undertake specific activities. Participate in Inter-Clusters and Inter-Agencies field missions, including IOM led Clusters.Maintain close collaboration and contribute to the strengthening of partnerships with relevant stakeholders such as national authorities, locally based donors, NGOs, United Nations agencies, and civil society.Assist in conducting contextual analysis and contribute to the identification of priorities and strategies, to help identify potential activities and contribute to developing new programming to be implemented in line with IOM mandate and the priorities established by the Government and partners in Haiti.ย In close coordination with the Emergency Coordinator and the Programme Managers, facilitate adequate updates on field operations that promote IOMโ€™s visibility to Programme Support when required.Participate in relevant local conferences, workshops, steering committees and technical working groups, as well as other forums, to facilitate proper coordination and presentation of IOM field activities.Monitor the implementation of security protocols and assist with staff protection efforts in close collaboration with the OSS unit.Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

Masterโ€™s degree in Law, International Relations, Political or Social Sciences, International Development, International Relations,ย or a related field from an accredited academic institution with two years of relevant professional experience; or,University degree in the above fields with four years of relevant professional experience.

Experience

Experience in programme or project management, support, implementation and/or development;ย Experience in coordinating various projects under the programme to maximize outputs;Experience in liaising with government authorities and other national/international institutions;Experience in emergency settings with in-depth knowledge of IOM/UN programme/project life cycles;ย Experience with UN and International Agencies, international or local NGOs preferred; and,ย Work experience in the Region is an advantage.

Skills

Knowledge of UN/IOMโ€™s regulations, policies and procedures;Knowledge of project budgeting and financial management;Knowledge and experience in working with PRIMA is an advantage;Sound writing, communication and negotiation skills; and,ย Excellent organization skills, analytical and creative thinking.

Languages

IOMโ€™s official languages are English, French, and Spanish.ย 

For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) and/or Haitian Creoleย is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
