Background of the assignment: United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI's goals are: โ€ข to advance understanding of crime-related problems; โ€ข to foster just and efficient criminal justice systems; โ€ข to support the respect of international instruments and other standards; โ€ข to facilitate international law enforcement cooperation and judicial assistance. The fellow will be involved the implementations of two UNICRI's concurrent initiatives focused on strengthening the capacity of national and local actors to prevent and respond to organized crime: a. Promoting Public-Private Partnerships and Inclusion in the Province of Caserta, Italy UNICRI supports local stakeholders in Caserta in countering organized crime through public-private partnerships that foster prisoner rehabilitation, economic inclusion, and community resilience. The initiative engages law enforcement, local authorities, businesses, and civil society to promote training, employment, and awareness-raising efforts aimed at reducing recidivism and criminal influence on the local economy. b. Combating Organized Crime and Terrorism in the Andean Region UNICRI has developed a specialized training program for law enforcement, judicial authorities, and financial investigation units in the Andean Region to strengthen cross-border cooperation and investigative capacity. The program focuses on advanced investigative techniques, financial crime analysis, and intelligence-led policing to counter organized crime and its links to terrorism. Emphasis is placed on fostering interagency collaboration and regional coordination to dismantle transnational criminal networks. 2. Purpose of the assignment: The Fellow will support the development and implementation of UNICRIโ€™s activities in both Italy and Latin America, contributing to research, training, and operational tasks related to prisoner rehabilitation, multi-actor cooperation, and organized crime. The assignment will involve both analytical and field-oriented responsibilities. 3. Specific tasks to be performed: Under the supervision of the Programme Officer, the incumbent will perform the following tasks: a. For the project in Italy (Caserta): โ€ข Conduct research and collect data on national and local policies related to social inclusion, prisoner rehabilitation, and the socio-economic impact of organized crime in Italy, with a focus on the Province of Caserta; โ€ข Analyze good practices in rehabilitation, reintegration, and public-private partnerships supporting detainees' access to training and employment; โ€ข Support the development of awareness-raising and training materials targeting local authorities, private sector actors, and civil society organizations; โ€ข Assist in drafting reports, concept notes, background documents, and presentations related to activities implemented in Italy; โ€ข Contribute to the organization of meetings, workshops, and training sessions involving institutional stakeholders, businesses, and community actors. b. For the project in the Andean Region: โ€ข Conduct research and analyze regional trends in organized crime and terrorism, with specific focus on drug trafficking, financial crimes, and cross-border criminal dynamics in the Andean countries; โ€ข Support the development and review of specialized training modules for law enforcement, judicial authorities, and financial investigation units; โ€ข Contribute to the drafting of technical materials, good practice documents, and analytical reports based on data and feedback collected through capacity-building activities; โ€ข Assist in the preparation of regional workshops, technical meetings, and training sessions, including identifying relevant speakers and conducting background research; โ€ข Participate in coordination meetings and selected field missions related to the Andean Region. c. Cross-cutting responsibilities: โ€ข Draft and review reports, publications, and communication materials across both projects; โ€ข Support the preparation of speeches, presentations, and outreach tools for dissemination in meetings, conferences, and public events; โ€ข Perform any other project-related duties as required. Qualifications/special skillsAn advanced University degree (Master or equivalent) in political science, international relations, criminal law, criminology, or related fields is required. Work experience is not required for fellows with a Masterโ€™s degree. Previous experience โ€“ academic, professional, or volunteer-related โ€“ in the field of prison rehabilitation (e.g., involvement in educational or training activities with incarcerated individuals and cooperation with organizations supporting reintegration into the workforce) is desirable. Experience in academic fields and/or professional work related to the Latin American context is also desirable. Previous relevant experience with the United Nations or similar large international organizations and/or in law enforcement is desirable. LanguagesFluency in English is required. Fluency in Italian and Spanish is desirable. Knowledge of another United Nations official language is an asset. Additional InformationNot available.
