The Organizational Setting
Under the direction of the Director Capacity development & Implementation Bureau/ICAO (D/CDI), the Field Operation Section (FOS) is responsible for the strategic planning, development, execution, evaluation of programmes in the Capacity development & Implementation Bureau (CDI). FOS assists with the identification of priority development requirements across civil aviation and with technical cooperation to recipient States. It carries out resource mobilization with multilateral and bilateral development partners and industry. FOS develops regional and country specific technical cooperation programme and projects. The Section executes these programmes and projects in accordance with the policies and contractual modalities of CDI.
Major duties and Responsibilities
Function 1 (incl. Expected results)
Undertake continued airworthiness surveillance of Azerbaijan registered aircraft and approved maintenance organizations.
- Continuous, planned, and random surveillance of Azerbaijan registered and foreign aircraft.
- Surveillance, audit, and renewal of aircraft maintenance organization approvals.
- Planning and implementation of an annual system of inspection/audit/survey related to issuance and renewal of Certificates of Airworthiness.
Function 2 (incl. Expected results)
- Aircraft registration as and when required.
- Assessment and evaluation of technical documents of the industry for the purpose of approval.
- Review of inspection reports during certification process, surveillance reports, and evaluations/tests conducted by inspectors.
Function 3 (incl. Expected results)
- Investigation of incidents relating to airworthiness.
- Assessment and analysis of related data and reports to support corrective actions and safety improvements.
Function 4 (incl. Expected results)
- Provide on-the-job training to designated personnel.
- Contribute to the development of airworthiness expertise within the Authority.

Qualifications and Experience
Education
- University degree in aeronautical engineering or equivalent experience.
Professional experience
Essential
- Minimum 8 yearsโ working experience as Airworthiness Inspector with an EU/EASA Member State Authority.
- An aircraft maintenance technician qualification (EASA Part 66 license) with additional education or a relevant engineering degree.ย \"Relevant engineering degree\" means an engineering degree from aeronautical, mechanical, electrical, electronic, avionic or other studies relevant to the maintenance and continuing airworthiness of aircraft/aircraft components.
- Sound knowledge with all relevant ICAO SAPRs and guidance material.
- Sound knowledge with related EASA policies, procedures and practices regarding continuing oversight of flight safety and aircraft airworthiness.
Desirable
- Minimum 8 yearsโ experience in aircraft maintenance of which 5 years in the maintenance of civil aircraft of MTOW greater than 30000kg. Preferable, on aircraft types of Airbus 319/320/321 or Boeing 737 Classic/NG. Experience on Fokker 70/100 or a Helicopter type would be an advantage.
- Previous experience in an ICAO technical cooperation project.
- Certificate in ICAOโs Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before taking up the assignment.
- Experience in the preparation and approval of maintenance training and checking programmes, and development of training plans for inspectors and managers in the field of airworthiness (EASA Part 147).

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
