Org. Setting and ReportingThis position is located within the Facilities Management Unit (FMU) of the United Nations Interim Security Force for Abyei (UNISFA), located at the Abyei duty station. The incumbent reports directly to the Chief, Service Delivery Services or their officially designated senior alternate. ResponsibilitiesWithin delegated authority, the Facilities Management Officer will exercise supervisory, managerial, and technical responsibility across the following functional areas: 1. Planning and Design: โข Infrastructure Analysis and Advisory: Provide expert analysis and strategic advice on the planning, design, construction, and preventive maintenance of critical mission infrastructure and major life-support systems, including: - Vertical construction (buildings and accommodations). - Integrated power generation and distribution networks. - Potable water abstraction, purification, testing, and distribution systems. - Wastewater treatment and effluent management. - Solid waste collection, processing, and compliant disposal. โข Project Governance: Review, provide technical feedback on, and recommend project documents and designs for proposals, ensuring their accuracy, engineering soundness, and operational feasibility. โข Innovation and Problem-Solving: Propose and recommend robust, context-specific solutions for non-standard facilities and complex environmental engineering challenges encountered in an austere environment. โข Policy and Trend Monitoring: Maintain continuous awareness of significant global trends, best practices, and advancements in engineering, facilities management, and environmental science literature to inform mission operations. โข Policy Development: Establish and formalize mission-wide policies and procedural guidelines for the general planning, maintenance, and execution of FMU's programs, including those performed by third-party contractors. 2. Implementation and Operational Oversight โข Project Execution: Oversee and manage the implementation of all minor construction projects at mission headquarters, ensuring close coordination with Military Unit Commanding Officers in compliance with Contingent-Owned Equipment (COE) Self-Sustainment stipulations. โข Workforce and Contractor Management: Ensure effective management of the Unit's workload and that of third-party contractors through the diligent application of specialized work assignments and quality control software. โข Resource Accountability: Guarantee the accurate accounting and inventory of all materials and logistical support provided by FMU for its own operations and those of the Troop-Contributing Countries (TCCs). โข Integrated Facilities Management: Supervise all technical and general maintenance activities across mission facilities, covering areas including, but not limited to: Ground Maintenance, Accommodation Services, Electrical Supply, Vector Control, Solid Waste Management, and Sanitation/Cleaning. This supervision will leverage functionalities within Smart Camp and specialized work assignment/quality control software. โข Technical Leadership: Lead and direct specialized teams assigned to investigate and address critical technical issues related to the design or construction of mission systems and facilities. โข Asset Administration: Execute and maintain effective space allocation, management, and key control procedures. 3. Administration and Budget Management โข Financial Stewardship: Prepare the comprehensive FMU budget, manage its expenditure, and diligently monitor the consumption rate of all maintenance supplies. โข Personnel and Contract Supervision: Plan, direct, and coordinate the activities of UN staff and third-party contractors. This includes all associated administrative work and the formal supervision of personnel, utilizing data and technology, coupled with on-site inspections and in-person meetings. 4. Work ExperienceA minimum of seven (7) years of progressively responsible experience in the technical, administrative, and supervisory management of facilities, encompassing maintenance, operations, and general facilities management is required. Proven experience in the effective delivery of facilities management services within a remote, non-permissive, or austere field environment (such as a peacekeeping mission or similar high-risk setting) is required Extensive, broad-based experience across all facets of integrated facilities management is required. Experience and proficiency in the use of AutoCad in design is required Knowledge of landscaping designing is desirable LanguagesEnglish and French are the working languages of the United Nations Secretariat.
