Work LocationMainly home-based with some required travels to Hanoi, Viet Nam: The consultant will need to make 4 travels to Hanoi, Viet Nam between April and December 2025. In addition, he/she will travel with RCO and UNCT to the consultations' venues in Viet Nam by bus. Expected duration15 April - 31 December 2025 (25 working days) Total remuneration: $15,030 USD Duties and ResponsibilitiesUnder direct supervision of the Head of the UN Resident Coordinator Office (UN RCO) in Viet Nam, the Facilitator will be responsible for providing high quality services in the following areas: - Design and facilitate visioning discussions for UNCT and UN RCO using strategic foresight and system thinking approaches with a focus on the UN strategic prioritization, capability assessment and the ways of working towards the development and implementation of the new Cooperation Framework. - Design and facilitate the CA multi-stakeholder consultation using strategic foresight approach to share the CA’s analytical findings and recommendations and to solicit substantive inputs and views from relevant stakeholders in informing the finalization of the CA report with a forward-looking perspective. - Design and facilitate a PMT consultation for developing theories of change (TOC), sustainable development transformative pathways, and key strategic interventions towards the identification of high-level outcomes for the new Cooperation Framework. - Design and facilitate a UNCT consultation using strategic foresight approach for finalizing and endorsing the Result Framework of the new Cooperation Framework. - Prepare, revise and finalize the reports of the discussions and consultations by incorporating comments and feedback from UNCT, PMT and relevant partners – ensuring the reports are concise, coherent and forward-looking. The Facilitator is expected to work closely with the PMT and RCO team in designing and conducting consultations and discussions with the application of appropriate strategic foresight tools and techniques. To deliver on this assignment, the facilitator will draw from a few innovative methodologies in line with the UN 2.0 tools, including system and design thinking and strategic foresight. Such methodologies have the potential to guide teams to approach complex development challenges, especially in the context of extremely high and volatile uncertainty, in a more innovative and forward-looking manner. The methods are grounded in action research and global best practices, while being highly participative and tailored to the situational context. It focuses on building essential leadership capacities of systems thinking, deep listening, collaboration across boundaries and social innovation. In particular, strategic foresight methodologies are applied to explore and understand the range of plausible futures and upgrade capacity and institutional system to act in a more futures-informed and agile manner. Qualifications/special skills- A minimum of 10 years of professional experience in the field of sustainable or international development, especially in strategizing SDG implementation or development policies. - Substantial experience in facilitating consultations/discussions for groups with diverse backgrounds in multilateral settings such as international organization or the UN is required. - In-depth knowledge and experience in developing and applying innovative approaches, such as system thinking and strategic foresight, to development strategic planning and policy is required. - Significant experience in applying strategic foresight tools and techniques in engaging with diverse stakeholders in strategizing development planning and policies is desirable. - Understanding of One UN approach to sustainable development at the country level is desirable. Additional InformationOUTPUT ASSIGNMENTS: 1) Finalise the report of the UNCT strategic foresight and scenario-building exercises (end of April), containing key transformations in Viet Nam, possible joint UN offers, and potential disruptions/risks and various scenarios, contributing to the CA/CF formulation; 2) Design and facilitate a session focused on strategic foresight during the CA multi-stakeholder consultation, and produce a report (Q2); 3) Co-design with the organizing team and facilitate consultations for the RCO and UNCT visioning, assessing capabilities, prioritization and changes in ways of working in the new CF cycle, and produce reports of the consultations (Q2 & Q3); 4) Facilitate a session for PMT and relevant technical professionals on theories of change (TOC), pathways for development transformations, and key interventions towards the identification of high-level CF outcomes, and produce a report (Q3); 5) Facilitate a session with UNCT to endorse the Results Framework of the CF 2027-2031 (Q3). * Deliverable 1: Final report of the UNCT strategic foresight and scenario-building exercises (end of April) * Deliverable 2: Design, facilitation and report of a session on strategic foresight during the CA multi-stakeholder consultation (Q2) Dates: May-Jun 2025 (TBD) * Deliverable 3: In collaboration with the organizing team, co-design, facilitation and reports of consultations for the RCO and UNCT visioning, assessing capabilities, prioritization and changes in ways of working in the new CF cycle (Q2 & Q3). The Consultations will cover the following issues/provocations: Day 1: RCO consultations on new ways of supporting UNCT in uncertain times. Day 2: UNCT Consultations - Transformational changes, validate ToC and high-level CF outcomes (see deliverable 4 below) - RCO team will join DAY 2.
