Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) has reinforced its presence in Ukraine by signing an agreement with the Government to set up a Project Office that will facilitate and expand the provision of technical and humanitarian assistance to the countryโs most vulnerable communities, especially in rural areas.
Ukraine joined FAO in 2003 and since 2015 the Organization has been operating in two strategic directions: emergency humanitarian response in conflict-affected oblasts and agricultural development across the whole country. Following the outbreak of the war in Ukraine in February 2022, FAO has scaled up its activities in the country to support agricultural production and food systems with the aim of protecting the food security of vulnerable households and communities across Ukraine.
This role is based ย in office at Kharkiv.ย

Reporting Lines
Under the overall supervision of the Designated Responsible Officer (DRO)/Head of Ukraine, the direct supervision of the Programme Coordinator for Mine Action and in close coordination with the Mine Action and Land Rehabilitation team of FAO.
Technical Focus
The Facilitator will be responsible for ensuring accurate beneficiary data collection, verification, and distribution coordination in both Mykolaiv and Kharkiv regions. The incumbent will work closely with local authorities, service providers, community leaders, and FAO teams and will perform the following tasks:
Tasks and responsibilities
โข ย ย Data collection and beneficiary verification
o ย ย In coordination with the cash and voucher team and with the MEAL unit, participate in the preparation of KOBO Registration Form for the FAO beneficiariesโ data collection.
o ย ย Identify local authoritiesโ focal points in hromadas where settlements are prioritized for the FAO project implementation, in Kharkiv oblast
o ย ย Train local authoritiesโ focal points in cooperation with the MEAL team, provide training on how to use KOBO for beneficiary registration.ย
o ย ย Conduct jointly with the hromadas, household identification with the local authorities across Kharkiv oblast in prioritized settlements based on the criteria established by the Mine Action Programme.ย
o ย ย Oversee and support local authoritiesโ focal points in the field to ensure accurate and timely beneficiary registration.
o ย ย With the MEAL team, verify and maintain accurate beneficiary records in Kobo for Kharkiv and Mykolaiv oblasts, ensuring all data is complete, consistent, and properly documented for cash and voucher transfers.
โข ย ย Stakeholder engagement
o ย ย In Kharkiv, organize and participate in prioritized settlements priority meetings to inform beneficiaries about selection criteria, entitlements, distribution schedules, and collection points.
โข ย ย Coordination and distribution management
o ย ย Oversee distribution events in Kharkiv region, ensuring fairness, transparency, and compliance with FAO protocols.
โข ย ย Monitoring and Reporting
o ย ย Conduct post-distribution monitoring in selected households to assess the effectiveness of assistance.
o ย ย Document and promptly report any irregularities, challenges, or discrepancies encountered during the distribution or data verification process.
o ย ย Provide concise, routine updates to supervisors and other relevant FAO staff, highlighting areas needing additional support or resources.
โข ย ย Accountabilityย
o ย ย Diffuse in priority hromadas, FAOโs Accountability to Affected Population (AAP) principles, ensuring beneficiaries understand their rights and the mechanisms for submitting feedback or complaints.
o ย ย Implement Protection from Sexual Exploitation and Abuse (PSEA) standards and Feedback and Complaint Response Mechanisms (FCRM) in each prioritized hromada
o ย ย Immediately report any ethical concerns or policy violations to the appropriate FAO focal point.
โข ย ย Carry out additional related tasks as requested.

Minimum Requirements ย ย
โข ย ย University degree in Social Sciences, Law, Economics, Statistics or any other relevant field to the organizationโs work.ย
โข ย ย At least 1 year of relevant experience in partnerships and facilitating and training activities in the area.ย
โข ย ย Working knowledge of Russian and limited knowledge of English (level B)
โข ย ย National of Ukraine.ย
