La Mauritanie a signรฉ et ratifiรฉ les conventions consacrรฉes ร la dรฉfense des droits de lโEnfant (CDE) et la Convention sur lโElimination de toutes les formes de Discrimination ร lโEgard des Femmes (CEDEF). Le pays sโest aussi engagรฉ, ร travers les Objectifs de Dรฉveloppement Durable, ร rรฉaliser les dix-sept ODD dont lโobjectif nยฐ5 vise ร promouvoir lโรฉgalitรฉ des sexes et autonomisation des femmes. Cependant, la persistance des relations dโinรฉgalitรฉ et manque dโรฉquitรฉ, constituent encore un frein au dรฉveloppement durable du pays. Ces dรฉsรฉquilibres, qui concernent aussi bien les domaines politique, รฉconomique et juridique, que social et culturel, constituent un obstacle ร la jouissance des mรชmes droits humains pour tous et toutes. Ils empรชchent ainsi les femmes, qui reprรฉsentent plus de la moitiรฉ de la population, de jouer pleinement leur rรดle dans le processus de croissance et de dรฉveloppement du pays.
ContextSince the dawn of the 21st century, the global community has rallied around a shared vision: a world free from poverty, hunger, and disease, where every individual has access to education, equality, and a healthy environment. This vision was first articulated through the Millennium Development Goals (MDGs), adopted in 2000, which laid the groundwork for global development efforts. While the MDGs achieved notable progress, they also revealed the need for a more comprehensive and inclusive approach. In 2015, the world embraced a new, ambitious framework: the 2030 Agenda for Sustainable Development. This agenda introduced 17 Sustainable Development Goals (SDGs), encompassing economic growth, social inclusion, and environmental protection. Unlike their predecessors, the SDGs placed a stronger emphasis on environmental sustainability, recognizing that climate change and ecological degradation threaten the very foundation of human development. Mauritania, a country where over 90% of the land is desert, stands at the frontline of climate vulnerability. Despite contributing a mere 0.015% to global greenhouse gas emissions, it faces severe and recurring climate-related challengesโdroughts, floods, extreme heat, and epidemicsโthat jeopardize lives, livelihoods, and ecosystems. These challenges are compounded by limited financial and institutional capacity, making climate resilience not just a priority, but a necessity. In response, Mauritania has aligned itself with both global and continental frameworks. It is a committed participant in the African Unionโs Agenda 2063 and has ratified the Paris Agreement. The country submitted its first Nationally Determined Contribution (NDC) in 2015 and updated it in 2021, setting a target of an 11% reduction in emissions by 2030 and aspiring toward carbon neutrality. A third iteration of the NDC is currently in preparation. To operationalize its climate commitments, Mauritania has adopted a two-phase planning approach. The first phase involved the development of sector-specific action plans, while the second consolidated these into a comprehensive Global Action Plan. These plans are designed to guide the countryโs transition to a low-carbon, climate-resilient future. However, the path forward is fraught with financial challenges. The estimated cost of implementing the 2021โ2030 NDC runs into hundreds of millions of dollars, with over 90% of the funding expected to come from international sources. Mauritaniaโs climate finance landscape is heavily dependent on external supportโfrom climate funds, multilateral and bilateral donors, and philanthropic organizations. Recognizing this, the Government of Mauritania, with support from the United Nations Development Programme (UNDP), is intensifying efforts in climate finance. UNDP is playing a pivotal role in bridging the gap between vision and reality by providing technical, regulatory, and policy support. As part of this effort, an international UN Volunteer expert in green growth and sustainable development will be recruited to assist in resource mobilization and strategic planning.
Task DescriptionThe UN Volunteer will work under the global supervision of the Deputy Resident Representative and the direct supervision of the Sustainable Development Unit Team Lead of the country office,To support Mauritaniaโs efforts in mobilizing climate finance, advancing green investments, and implementing its Nationally Determined Contributions (NDCs), under the supervision of UNDP and in collaboration with national and international stakeholders. He/she will be responsible of the following deliverables/responsibilities: 1. Analysis, Quality Assurance, and Policy Guidance ยท Organize one high-level pre-COP30 event in Nouakchott. ยท Support the climate finance process within the Ministry of Economy and Finance. ยท Provide technical assistance for identifying and prioritizing green investments across development sectors. ยท Advise on leveraging existing green finance mechanisms. 2. Advocacy, Partnership Building, and Resource Mobilization ยท Develop resource mobilization strategies aligned with program needs and emerging opportunities. ยท Focus on accessing vertical funds (e.g., GEF, CVF) and engaging the private sector. 3. Development of Bankable Project Concepts ยท Conduct scoping meetings and consultations with sectoral ministries and stakeholders. ยท Review national strategies, reports, and evaluations related to climate change. ยท Identify key stakeholders for project formulation and implementation. ยท Define gender mainstreaming strategies for proposed actions. ยท Recommend implementation approaches considering national and international actors. 4. Cross-Cutting and Emerging Tasks ยท Provide technical input on any relevant work that arises during planning and implementation phases.

Living conditions and remarksThe UN Volunteer will be based in Nouakchott, the capital of the Islamic Republic of Mauritania. Mauritania is a country characterized by vast desert landscapes, magnificent beaches and notable cultural diversity. Although Mauritania offers an interesting and enriching environment, it is also necessary to show a certain restraint (particularly in the choice of dress) and cultural maturity to integrate effectively into the country. The security situation in Nouakchott is relatively calm, but remains fragile due to instability in neighboring countries, notably Mali. The city is relatively well served, accessible by air (Turkish Airlines, Air France, Mauritania Airlines, Royal Air Maroc, Air Algรฉrie, etc.) and by land. The climate is hot and dry most of the year, with a slight drop in temperature between December and March, especially in the evenings. It's important to note that Mauritania is an Islamic republic, so products such as alcohol and pork are prohibited.
