Work LocationHomebased Expected duration6 Months Duties and ResponsibilitiesThe United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment\". Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEPโs Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This consultancy post is in UNEP / Ecosystems Division / GEF Biodiversity unit and reports to the respective GEF Task Manager. UNEP is implementing a GEF project titled โSupport to Preparation of the First National Report on Implementation of the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilizationโ internally executed by UNEP Ecosystems Division. UNEP would like to recruit a consultant to conduct this project in Argentina. Argentina, as a signatory, ratified the Nagoya Protocol through Law 27.246, committing to its national implementation. The Protocol requires Parties to submit national reports on its application. Article 29 and Decision NP-4/3 outline the guidelines and format for the first national report, which serves to assess progress, identify challenges, and set national priorities. The implementation authority is leading the reportโs development through data collection, participatory workshops, and consultations with key institutional actors. This strategy ensures representation and technical quality through validation and adaptive alignment with international guidelines. This consultancy aims to support the Sub secretariat of Environment (SSA) by contributing to the review and consolidation of strategic information needed to update the national status of Nagoya Protocol implementation. Review Tasks and Procedures Under the supervision of the SSAโs Genetic Resources Group (RRGG), the consultant will: 1. Develop and present a Work Plan, including timeline, methodology, task distribution, and participatory workshop planning. 2. Design and apply data collection methodologies to identify and systematize strategic inputs such as: โข National and subnational ABS regulations. โข Cases involving genetic resources and traditional knowledge. โข Reports and documentation from current or past projects and initiatives. 3. Implement participatory methodologies for consultations with key stakeholders (public/private institutions, Indigenous and local communities, academia, scientific bodies, private sector, NGOs, civil society). 4. Coordinate and facilitate participation and validation sessions, including technical meetings, workshops, interviews, or focus groups. 5. Produce progress reports after each phase and a final consolidated report with supporting documentation (databases, transcripts, visual records), structured as a pre-report aligned with the First National Report format. Qualifications/special skillsAn Advanced degree in Natural sciences, Natural resources Management, Environmental Sciences, monitoring and evaluation, International Development or other relevant political or social sciences area is required. โข A minimum of 2 years of technical/evaluation experience, including project planning, management, monitoring and evaluation is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach is required. โข Experience in evaluation of GEF projects is highly desirable. โข Excellent writing skills, team leadership experience and, where possible, knowledge of the UN system, specifically of the work of UNEP and GEF programming is an asset. Experience in managing partnerships, knowledge management and communication is desirable for all evaluation consultants.
