Under the overall supervision of Chief of Mission and the Programme Officer (NFI/Common Pipeline) and the direct supervision of the Senior Project Associate (Shelter), and in collaboration with fellow technical programme specialists, the incumbent will be instrumental in facilitating the effective implementation of the IOM SNFI Unitโs initiatives within the Dnipro, Kharkiv, Donetsk, Zaporizhia and Kirovograd regions.
1. Assist in the implementation and monitoring of project activities associated with the IOM SNFI portfolio, verifying that they are in line with the technical guidelines, standard operating procedures (SOP) and quality control plans.
2. Conduct field visits to assist in the collection and documentation of information damages and repair needs at various locations, including but not limited to collective centers, social institutions, private residences, and infrastructure, under the guidance of technical colleagues.
3. Assist in compiling Bills of Quantity and Bills of Materials, and other necessary engineering documentation by collecting and organizing technical information based on national legislation and IOM standards, under the supervision of technical colleagues.ย
4. Assist the Procurement Unit by collecting, organizing and sharing technical information necessary for the preparation of Statements of Work (SoW) or Terms of reference (ToRs) and other construction-related procurement documents. Support the bid analysis and technical evaluation process by compiling relevant documentation and coordinating inputs from technical colleagues, in line with procurement procedures to contribute to a transparent and fair tendering process.
5. Conduct regular visits to monitor the progress of works on-site by filling out templates, checklists, and documenting the completion of key activities. Support the identification and reporting of any deviations from original designs and plans through close coordination with technical colleagues, Programme Management, and Procurement Units, as well as on-site actors (e.g., technical supervisors or architect supervisors). Facilitate communication with contractors through designated technical staff when changes or corrections are needed-
6. Support administrative coordination of project implementation, involving liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc
7. Contribute as requested to the reports by providing inputs and data (including weekly, monthly reports), in addition to submitting regular progress reports through KoBo forms.

- High school diploma with five years of professional work experience; or,
- Bachelorโs degree in Civil/Construction Engineering, Architect,ย Mechanical Engineering or Electrical Engineering from an accredited academic institution,ย with 3 years of relevant professional experience. ย Experience
- Experience supporting shelter and building construction and repair management activities;
- Experience in the field of construction engineering and contract management;
- Experience supporting the implementation of civil design projects;
- Knowledge of applicable codes, policies, standards and best practices related to project;
- Knowledge of financial rules and regulations;
- Prior work experience with humanitarian organizations, non-government or government; institutions/organization is an advantage. Skills
- Knowledge of humanitarian relief operations related to the Ukrainian context, especially in Shelter sector;
- Excellent communication skills, ability to coordinate and corresponds in a clear and concise manner;
- Ability to complete tasks in a timely and accurate manner;
- Required high attention to details.ย Languages
