Under the Supervision of the Migration Health Officer, and overall supervision of the Emergency Health Coordinator, the National Programme Officer will ensure that IOM health program is strengthened in capacity to deliver essential health care services. She/he will work closely with the government and NGO counterparts to provide technical assistance for health systems strengthening approaches in leadership and governance, service delivery, health financing, human resources for health, pharmaceutical supply chain management, data management, and quality improvement.ย
The incumbent will be assigned to inter alia, the following tasks:
- Represent IOM healthโs unit for the implementation of program activities under the health systems strengthening and quality improvement working Coxโs Bazar, health facilities, liaising with relevant government agencies, and attendance of relevant health sector coordination mechanisms.
- Support health facilities and Upazilas to achieve the target set for health systems strengthening and quality improvement by conducting health assessments, joint supervision and application of tools for quality improvement while ensuring that national and international protocols are followed.
- Work with the health sector to support emergency preparedness and response activities to ensure timely assistance to affected persons.
- Provide program implementation and monitoring support through technical support for implementing partners, budgeting and supervision, and capacity building for smooth and efficient program functioning.
- Provide support for program development, and resource mobilization efforts through proposal development, situational analysis, and donor reporting.
- Quality review of monitoring and evaluation of the health system, through ensuring right systems for data collection and monitoring are in place and furthermore supporting the quantification and procurement of medical supplies and their logistics monitoring.
- Liaise ย closely with local authorities, stakeholders and donors, to ensure the smooth operation of the program, facilitation of relevant donor and government visits for the program.
- Perform any other tasks that may be assigned by the supervisor.
Education:
- Completed bachelorโs or masterโs degree from an accredited academic institution in Social Sciences/ Public Health/ Development Studies/ Health Economics/ Business Management
Experience:
At least ย four years of experience or ย two years for candidates holding Master degree, including significant background with project management, health sector coordination, health systems strengthening in low resource settings, budget drafting, research, report writing, liaison with governments and international agenciesย Experience in evaluating health programmes and protocols, joint supervision and quality of care improvements. Operational and field experience in health-related issues of migrated and/or displaced persons, programme development, migration health, including conceptualization, analysis and implementation of programme; International public health and resource mobilization;ย Previous experience in international organization and working on World Bank project is an advantage.Skills:
Demonstratable skills in strengthening service delivery, capacity building, and performance management, and overall understanding of the Bangladesh healthcare system. Knowledge of structures and function of national and international health agencies, donors and organizationsย
