Organizational Context and Scope
Assisted Voluntary Return and Reintegration (AVRR) is one of the core areas of IOM expertise, and a field in which the organization has over 40 years of experience. IOM USA works with the US Department of State to provide eligible beneficiaries, both in the United States and in third countries, with their access to assisted voluntary return to their countries of origin or of legal status in a safe and dignified manner. In addition to travel arrangements, IOMโs assistance may include counselling of voluntary returnees, acquisition of travel documents, provision of medical or other escorts, departure, transit and arrival assistance.
Under the overall supervision of the Chief, Global and Domestic Programsย and direct supervision of the Senior Program Advisor, theย Return and Reintegration Coordinator will be based in Washington DC, USA and will have the following duties and responsibilities:
Provide operational, financial and programmatic management, guidance and technical supervision for the U.S. Global AVR Program.Lead and manage a large team of national and international staff. Onboard, train, mentor, and support the staff to ensure high-quality results.ย Develop, organize and provide technical training to all U.S. Global AVR Program staff, coordinating with relevant colleagues in the Regional Office and in IOM headquarters as needed.ย Prepare and update standard operating procedures (SOPs), scripts, templates, and other materials for the program, or coordinate the preparation of such materials by the program staff.ย Formulate, develop and ensure the implementation of programmatic strategy, including determining where to focus program resources and how to address complex operational challenges as they arise.Continually review and assess program implementation to ensure all daily activities are effective, timely and remain in alignment with current IOM and donor priorities.ย Ensure the development and implementation of relevant information management systems for the U.S. Global AVR Program and that all staff are adequately trained in their use and data protection and confidentiality principles and guidelines.ย In coordination with the Chief, Global and Domestic Programs, Regional Office, Senior Protection RTS, and other relevant colleagues, design and develop new projects that are implemented under the U.S. Global AVR Program. Ensure that all new project activities are based on a solid results framework, donor interests and requirements, and other relevant trends and priorities.Prepare, guide the preparation of and/or ensure all reporting requirements are met, including regular reports on program activities and the program caseload, ensuring accuracy in the data that is collected and shared.ย Lead and/or undertake duty travel to advise and guide on the implementation of the U.S. Global AVR Program, for assessments, liaison with counterparts, problem resolution, project development, or for meetings, conferences, and workshops related to program activities.ย Represent IOM and the U.S. Global AVR Program in a variety of meetings and forums, including with program donors, partners, and stakeholders.ย Regularly advise on activities, responsibilities, challenges, and strategic workplans to the Chief, Global and Domestic Programs and Senior Program Advisor.ย Prepare policy guidance notes, briefs and other documentation.Perform such other duties as may be assigned.Required Qualifications and Experience
Education
Masterโs degree in Social Sciences, International Relations/Affairs, Research, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or,ย Bachelorโs degree in the above fields with nine years of relevant professional experience.Experience
Experience working with migrants, civil society, and governments;Proven experience in leading and managing a large team;Experience managing programming across multiple countries;Proven experience working with vulnerable persons and communicating withย individuals who have complex needs;Experience working in programs that include a movement operations componentย is an advantage; and,Experience with IOM or other UN agencies, particularly working on assisted voluntary return and reintegration programs, is preferred.ยSkills
Strong writing, editing and presentation skills;Excellent computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/internet software, statistical analysis package;Knowledge of UN cooperation frameworks and bilateral donor programming requirements.Ability to gather, consolidate, and attribute information from multiple sources;ย High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas;Strong interpersonal and teamwork skills; and,Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.Languages

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, French and Spanish) is an advantage.
