Result of ServiceThe Kiteezi Dumpsite is rehabilitated and stabilized using the Fukuoka Method, significantly reducing environmental and public health risks associated with uncontrolled waste collapse, methane emissions, and leachate contamination. Environmentally sound engineering solutions are implemented to ensure structural integrity, safe leachate and gas management, and compliance with national regulations. Additionally, local capacity is strengthened through technical training and knowledge transfer, enabling Kampala Capital City Authority (KCCA) to sustainably operate, maintain, and monitor the site beyond the projectโ€™s duration. Work LocationKampala Expected duration6 months Duties and ResponsibilitiesBackground UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. It is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat, in collaboration with the Kampala Capital City Authority (KCCA) and the Government of Japan, is implementing an emergency project to rehabilitate the Kiteezi Dumpsite. The site has suffered major structural collapse and poses serious risks of landslides, methane gas explosions, and environmental degradation. This project applies the Fukuoka Method, a semi-aerobic landfill management technique developed in Japan, to stabilize the site nd strengthen local capacity for sustainable solid waste management. The Environmental Engineer will provide technical support in implementing environmentally sound engineering solutions to rehabilitate the collapsed areas, stabilize the dump, and ensure leachate and gas are safely managed. Responsibilities Under the overall supervision of the Head of East and Horn Sub Regions and the direct supervision of the Human Settlements Officer, the individual contractor is expected to perform the following tasks: โ€ข Conduct field-level assessments and support baseline environmental diagnostics of the Kiteezi dumpsite. โ€ข Support the design and review of rehabilitation plans, focusing on slope stability, drainage systems, gas venting, and leachate treatment infrastructure in line with the Fukuoka Method. โ€ข Supervise and monitor day-to-day site work and implementation of environmentally critical infrastructure, including leachate ponds, drainage channels, gas ventilation systems, and reinforced slopes. โ€ข Ensure all engineering works comply with environmental safeguards and national regulations on waste management and public safety. โ€ข Provide technical input into construction tender specifications, BoQs, drawings, and quality control measures. โ€ข Conduct soil and waste stability analysis and propose appropriate engineering solutions for waste layer compaction and slope reinforcement. โ€ข Support training and capacity building for KCCA engineers, dumpsite workers, and waste pickers on environmentally sound operations and maintenance. โ€ข Monitor methane emissions and environmental indicators, providing advice on mitigation and containment measures. โ€ข Liaise with the Fukuoka University technical team and Japanese experts to adapt the method to the local terrain and waste composition. โ€ข Contribute to the development and implementation of the dumpsiteโ€™s Operation and Maintenance (O&M) Plan. โ€ข Draft technical progress reports and environmental risk updates for UN-Habitat and KCCA. โ€ข Provide technical support during mid-term and final evaluations and contribute to donor reporting as required. โ€ข Any other duties as requried. Qualifications/special skillsAdvanced university degree (Masterโ€™s degree or equivalent) in environmental science, management, engineering, or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 2 years of progressively responsible experience in solid waste management, landfill engineering, or environmental infrastructure projects is required. Proven ability to coordinate with multiple stakeholders including government, communities, and international partners is required Demonstrated knowledge of environmental safeguards, leachate and methane gas management is desirable. Experience working in the United Nations Common System or similar international organizations is desirable. LanguagesFluency in English (both oral and written) is required.
