The service addresses the aim of mainstreaming the DRR messages and its principles into the COP30 and ensure showcasing advancements in the Americas and the Caribbean region, particularly around climate change adaptation and local action. To achieve the ultimate result, the assignment was planned to result in 3 (three) main products and each product has specifics deliverables/outputs as described, which encompass 9 (nine) deliverables/outputs. Work LocationBrasilia, Brazil Expected duration8 months Duties and ResponsibilitiesBackground Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. It supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. Effectively addressing the climate emergency requires robust mitigation, adaptation, and disaster risk reduction (DRR) actions. Conversely, risk-blind planning can and have created new risks and maladaptation practices. Therefore, DRR must incorporate considerations of climate change, and climate action, including climate change adaptation (CCA), which at the same time cannot succeed without seamless integration with DRR efforts. UNDRR prioritizes addressing the climate emergency through its Strategic Framework 2022-2025, emphasizing integration of DRR and climate action. The Comprehensive Risk Management (CRM) flagship initiative is holistic, aimed at avoiding, addressing, and reducing various risks associated with climate and non-climate hazards. It involves managing risks through short-, medium-, and long-term risk reduction and adaptation actions, fostering active collaboration among different government institutions, non-State actors, and other stakeholders. By promoting risk assessments, capacity development, and policy alignment, CRM contributes to achieving the Global Goal on Adaptation (GGA). At the local level, the initiative MCR2030 (Making Cities Resilient 2030) delivers an inclusive and climate resilience focus for DRR supporting local governments to advance in their resilience journeys and to develop local DRR and resilience plans. The work of MCR2030 is related to the Target E of the Sendai Framework. The United Nations Climate Change Conference (COP30) is anticipated to focus on key issues for the Disaster Risk Reduction (DRR) agenda, including the New Collective Quantified Goal (NCQG) on climate finance, the GGA, the operationalization of the Santiago network for Loss and Damage, and the Early Warnings for All (EW4All) Initiative. It will also continue emphasizing the urgent need to reduce greenhouse gas emissions, as countries finalize their NDC 3.0 submissions. The UNDRR's engagement at the forthcoming COP30 takes its cue from the Political Declaration of the High-Level Meeting on the Midterm Review (MTR) of the Sendai Framework for Disaster Risk Reduction 2015โ2030. By integrating the priorities outlined in the MTR political declaration, UNDRR aims to highlight the urgent need for scaling up and ensuring that climate finance mechanisms are risk-informed and support resilience-building efforts. Additionally, UNDRR emphasizes the importance of integrating CCA and DRR strategies to achieve the Sustainable Development Goals (SDGs). Under the supervision of the National Programme Management Officer for Brazil, the consultant will coordinate impactful engagement with Member States, organizations and stakeholders that collaborate on the road to and during COP30 to mainstream the DRR messages and principles into the COP30ยดs declarations, events, and side-events and to ensure showcasing the UNDRRโs work delivered at the Americas and the Caribbean region, particularly those that consider climate change adaptation (CCA). The consultant will be based in Brasilia, Brazil. The consultant will work closely with key Brazilian stakeholders across various levels, focusing on defining and executing strategic activities. These efforts will include a collaboration with the Ministry of Cities (MCID) and will articulate the engagement of MCID with the Ministry of Environment and Climate Change (MMA) regarding DRR topics. The responsibilities and deliverables to be developed by the consultant are described below. Qualifications/special skillsAn advanced university degree (master's degree or equivalent) in management, social sciences, urban planning, environmental science, climate change adaptation, disaster risk management, or a related discipline is required. A first level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Five (5) years of proven experience in stakeholder engagement and consultation, including conducting interviews, surveys, and facilitating workshops or focus group discussions with diverse stakeholders at global, national, and subnational levels is required. Experience with global climate change and disaster risk reduction frameworks, such as the Paris Agreement and the Sendai Framework, as well as with Brazilian DRR and CCA plans, is required. Experience in conducting comprehensive literature reviews, qualitative and quantitative data analysis, and synthesizing findings into actionable recommendations for policy and practice is desired LanguagesEnglish and French are the two working languages of the United Nations Secretariat.
