The scope of this Call for Expressions of Interest is to find qualified affiliate workforce to support L2/L3 countries in the above functional area. ย 
ย 
Qualified affiliate workforce will be placed on an Internal Surge Team (IST). IST will enable the deployment of essential personnel to lead and support country-based emergency response on a short-term basis. These surge roles are designed to provide a punctual, time-bound support to country response and help establish longer-term mechanisms and processes.ย 
ย 
o ย  ย Support deployments are considered for affiliate workforce already in service of the Organization, including those on contract break with a new assignment planning to start over in the short term.
o ย  ย Applications will be screened based on the information provided in your online profile (see โ€œHow to Applyโ€). We strongly recommend that you ensure that the information is accurate and complete including employment record, academic qualifications and language skills.
o ย  ย Interested employees will be required to discuss upfront with their managers, who are encouraged to release employees to support.ย 
o ย  ย Selected candidates will receive a notification of their inclusion in the IST and will be requested to provide a pre-release agreement signed by the direct supervisor. From that moment they might be called for a surge support at any time, and in line with the duration of their contract.ย 
o ย  ย Selected candidates will be released of their function for a period which may vary according to country offices needs not exceeding three months, after which they return to their normal functions.
o ย  ย Surge support must be provided in person, candidates in the IST will be required to have the following documentation ready in case of upcoming mission (Valid passport, Laissez-passer, SSAFE training).
o ย  ย Affiliate workforce deployed will be reporting to the assigned supervisor for the duration of surge and the change in reporting lines will be reflected in GRMS.
o ย  ย Applications received after the closing date will not be accepted.


Organizational Setting

The Office of Emergencies and Resilience, OER, is responsible for ensuring FAOโ€™s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for and respond to emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the Interagency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organizationโ€™s programme to increase the resilience of livelihoods to food and agriculture threats and crises.

The Consultant reports to the Emergency and Resilience Officer.ย 

Technical Focusย 

Support the implementation of FAOโ€™s emergency and resilience agenda at a global, regional, sub regional and/or country level.

Tasks and responsibilities

OPERATIONAL SUPPORT:ย 

โ€ข ย  ย Provide operational management and programmatic support to the implementation of emergency projects and programmes, including budgetary management and expenditures monitoring;
โ€ข ย  ย Handle day-to-day operational aspects of anticipatory action and emergency response projects and programmes in accordance with the project management cycle from initiation phase to operational and financial closure;ย 
โ€ข ย  ย Assist the Budget Holder in the overall management of the emergency and resilience portfolio, including budget allocations, budget revisions, etc...;
โ€ข ย  ย Liaise between programme and procurement units to ensure timely delivery of assistance to beneficiaries, following project workplans, budget availability and in accordance with relevant manual sections;
โ€ข ย  ย Oversee recruitment, renewal of contracts and travel arrangements of all deployed/mission personnel following budget availability and in collaboration with the admin unit;ย 
โ€ข ย  ย Coordinate the production and clearance of supporting documents (concept notes, project documents, financial and narrative reports, visibility materials...);
โ€ข ย  ย Ensure preparedness of the country office to scale up following emerging needs or emergencies;ย 
โ€ข ย  ย Support capacity development of operations unit at the country-level, including by attending appropriate meetings and trainings at sub-regional, regional and HQ level.ย

โ€ข ย  ย Research, input and analyse technical, food and nutrition security assessments, emergency response, policy related and/or funding/project related data and information to support the development and delivery of programme and projects, products and services;
โ€ข ย  ย Participate in the design of emergency and resilience projects and programmes, including the preparation and presentation of project proposals and fully-fledged project documents and budgets;
โ€ข ย  ย Liaise with other government, UN, cluster/sector, NGO and donor partners at the appropriate level to ensure the best preparation and implementation of emergency and resilience activities;
โ€ข ย  ย Maintain and update key country-level food security/needs information and response, information systems and databases, as applicable.

OTHER:ย 

โ€ข ย  ย Undertake travel and field visits to ensure adequate support is provided to the implementation of emergency and resilience projects and programmes;
โ€ข ย  ย Perform other duties as required.ย

Minimum Requirements

โ€ข ย  ย Experience in humanitarian and agricultural/rural development sectors including work experience with national and international NGOs, UN agencies, governments and donors;
