JOB CONTEXT:
HI in 2023 has been implementing a mix of humanitarian and development projects in the Gaza Strip and the West Bank, including a long-term rehabilitation project in Gaza. HI is also the coordinator of the Rehabilitation Platforms in Gaza and in the West Bank (two coordination bodies among all rehabilitation actors in each area).
The new conflict between Hamas and Israel in October 2023 has created a major humanitarian crisis in the Gaza Strip. Around 70,000 Palestinians have been injured and several thousand among them have suffered from amputations or permanent impairments. HI is managing a complex humanitarian operation in the Gaza Strip, with extreme challenges in terms of access and security. In addition, HI is also implementing a mix of emergency response and preparedness activities in the West Bank, with several access and security challenges.
HI current response spans these sectors: physical rehabilitation, humanitarian mine action, humanitarian logistics, education in emergencies, emergency preparedness, disability mainstreaming/inclusion in humanitarian action, advocacy and distribution of health, hygiene, and NFI kits.
Main challenges: severe lack of security and humanitarian access in Gaza; security risks, access constraints, and potential further escalation in West Bank and East Jerusalem.
The security is unpredictable. Security rules are tight with controlled movement. Systems for hibernation and evacuation are in place. HI has setup a solid system with for security management, although the risks is remain high.
YOUR MISSION:
You ensure efficient and adequate management of the human resources in Gaza especially during the emergency situation. You ensure implementation of appropriate Human Resources (HR) procedures and standards to strengthen staff capacities to achieve the country\u2019s strategy. You give advises to the Country HR Manager and management team in the field of personnel administration and legal framework and proposes improvement in the working practices.
Your main responsibilities will be:
1.ย ย ย ย Participate in the definition and implementation of the Area\u2019s HR processes (recruitment, remuneration, social and healthcare coverage, appraisal, training)
Objective: Ensure that HI\u2019s HR processes are understood and applied effectively, fairly and cost efficient

Objective: Guarantee that staff files are complete and staff information is followed-up

3.ย ย ย ย Ensure the respect of local legislation and legal framework
ย Objective: Secure HI's presence from a legal standpoint

4.ย ย ย ย Provide support and training to the teams and partners in her/his domain
Objective: Provide technical support and build capacity and knowledge of staff and partners on all aspects of HR management

Requirements
You hold a postgraduate degree in Strategic Human Resources Management or a related field,
\u2022 ย you bring 3 to 5 years of relevant experience in HR management, administration, change management, or organizational development\u2014ideally in an international context and within I/NGOs.
\u2022 You have solid technical expertise across key HR functions such as recruitment, learning and development, performance management, and compensation and benefits.
\u2022 Fluent in English and Arabic (with French as a plus), you demonstrate excellent communication, negotiation, and organizational skills.
\u2022 You\u2019re known for your integrity, your commitment to accountability, and your ability to resolve conflicts effectively. Experience in training facilitation would be an added advantage.

6 months International contract starting from September/October 2025 based in Gaza.
