The Social Sector (SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services. We are looking for an education consultant. As an education consultant, you will support the development of inventory of 21st century skills measurement instruments.

You will work in the EDU part of the Social Sector department. This team supports education systems of Latin America and the Caribbean countries to contribute for making them successful in promoting effective teaching and learning among all children and youth. The IDB's private sector window also finances projects to expand educational opportunities for low-income students.

The consultancy will be focusing on developing the inventory of 21st-century skills measurement instruments to be published on the CLIC (Connect without Limits: Invent Yourself, and Get Certified) online platform. CLIC is a toolkit that assesses and certifies transversal 21st century skills to empower users to effectively showcase a digital portfolio of skills.​ The consultant ​will conduct exhaustive research on the eleven 21st century skills defined by IDB, and draft inventory of measurement instruments of each skill. Eleven 21st century skills identified by IDB are followings: mindfulness, empathy and compassion, self-efficacy/self-determination, problem solving, critical thinking, goal orientation and goal completion, resilience/stress resistance, self-awareness, purposefulness, and self-regulation/self-control/emotion regulation, and digital skills.

What you’ll do:

Support the development of an inventory of eleven skills among 21st century skills measurement instruments.

Reviewing the IDB internal knowledge products on the aforementioned eleven skills and existing systemic review and/or academic literature. Researching the available measurement instruments for eleven skills to publish on the CLIC platform. Development of an inventory, containing all pertinent data and actual examples (copies) of measurement instruments, so that it can be used as a decision-making tool in the future for the most appropriate instrument for each skill. The data to be collected on each instrument should be part of the work plan to be discussed with the IDB team. Providing recommendations for the most suitable instrument for the skill and including rankings among instruments. With respect to the content of third parties that will be published on the CLIC platform, creating a document that would identify any restrictions (i) to the publication by the Bank of such contents on the CLIC platform; and (iii) to the Bank sublicensing such content to the users of the CLIC platform. Reviewing and finalizing the already existing two-pagers for each eleven 21st century skills.

What you'll need:

Education: Master's degree, or equivalent in Education, Psychology, Social Sciences, Public health, or similar. Candidates currently enrolled in doctoral program or holding doctoral Degree will be preferred. Experience: At least 5 years but less than 10 years of relevant experience in Education and more particularly in analysis of psychometrics and educational psychology. Languages: Proficiency in English, spoken and written, is required. Additional knowledge of Spanish is preferable.

Demonstrated experience in evaluating educational measurements, and experience on the use of psychometrics. Strong hand in writing systemic review and academic researching skills in the field of Education.

Citizenship: You are a citizen of one of our 48-member countries. Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
