The IFC Syndicated Loans and Mobilization Department (CSL), which includes 60 staff based in Washington, London, Nairobi, and Singapore, works to enable IFCโs partnersโcommercial banks, institutional investors, insurance companies, sovereigns, and other development institutionsโto participate alongside us as we lend to emerging market firms. By mobilizing our partnersโ capital, we forge new connections that can help increase foreign investment in the worldโs poorest countries and provide a fundraising path for other growing local enterprises to follow.ย ย ย The CSL Directorโs Office team oversees the departmentโs strategy and Board engagement, communications and marketing, data and analytics, and knowledge management efforts to support business development. We manage IFCโs engagement in and prepare thought leadership around private capital mobilization (PCM) and private capital enabled (PCE); manage the departmentโs new business pipeline and KPI forecasts; support the rollout of new products and programs; and provide data, analysis and commentary into business proposals, strategy documents, management briefs, and other materials for internal and external consumption about IFC and MDB mobilization trends and how MDB activities are needed to unlock market constraints and create new opportunities for increased mobilization of private capital into emerging markets.
CSL is currently seeking an E T Consultant in the Directorโs Office to support and expand engagement with the Board, investors, and internal clients and partners across the World Bank Group around Core Mobilization, PCM, and the rollout of new mobilization programs. The selected candidate will support the development of the IFCโs mobilization strategy, guide engagement with key stakeholder groups, advise on mobilization definitions and governance, as well as deliver analytics, reporting, and market research to help demonstrate and continue to build IFC leadership in the PCM space.
Duties and Accountabilitiesย The duties of the E T Consultant will include but not be limited to:
Corporate Engagement on PCM and Mobilizationโข ย Support the development and implementation of IFCโs Vision 2030 strategyย โข ย Analyze drivers of and model future scenarios for IFCโs mobilization trends across products, industries, and geographies;โข ย Respond to queries on Syndications and mobilization from the Corporate Strategy team;โข ย Synthesize and package current Core Mobilization and PCM data to convey IFC/WBG/MDB mobilization trends in response to internal/external requests;โข ย Review mobilization-related content and help ensure consistent messaging across the Board and other external documents related to the WBG Evolution Roadmap and related initiatives;โข ย Draft and contribute to management briefs, corporate reports, business strategies, marketing presentations, and talking points, and tailor messaging to key audiences, including the Board, senior management, and external stakeholders (e.g., G7, MDBs/DFIs, policymakers, regulators, private investors).
Market research and economic analysisโข ย Conduct market research and economic analysis on business and investment trends related to PCM; contributions to private capital flows into low- and middle-income countries; and key barriers/constraints to LIC/MIC investing faced by institutional investors and other partners (pension funds, high net-worth individuals, family offices);โข ย Support ongoing enhancements to CSL and IFC data platforms to streamline and enhance data availability and accuracy, include common mobilization metrics in standardized corporate dashboards, enable more effective partner relationship management and outreach, and demonstration of CSL impact and value-addition;ย โข ย Use data, market insights, and lessons learned to produce new and original business intelligence and thought leadership pieces.
Mobilization Governanceย โข ย Support IFCโs engagement in the MDB Mobilization Task Force and Syndicationsโ rollout of training and communications on the new mobilization landscape, including expanded PCM Framework, PCE, private capital generation, and public mobilization/co-financing;โข ย Monitor developments in mobilization product development and new initiatives from departments across the organization to build a holistic view of ongoing IFC mobilization activities and support ways to better โtell IFCโs story.
Corporate contributionsโข ย Help develop and implement business plans and strategies to support the design and creation of the next generation of IFC syndication platforms;โข ย Generate new ideas to publicize IFC and WBG leadership in PCM and how CSLโs innovation and partnerships overcome constraints to scaling up PCM in EMDEs and enable increased mobilization;โข ย Identify and propose opportunities for task and process automation, especially around data and reporting;โข ย Work with colleagues across the department to ensure alignment with program goals and effectively communicate the expected impact;โข ย Help implement CSLโs KM strategy to streamline business operations and generate new efficiencies.
Selection Criteria
The candidate should:ย โข ย Possess an MBA or masterโs degree with a minimum of 5 years of relevant market experience.โข ย Advanced proficiency in Microsoft Office, specifically Word, PowerPoint & Excel.โข ย Knowledge of IFCโs strategy-setting process and familiarity with IFC core investment platforms like iPortal.โข ย Be an independent thinker and a proactive self-starter, and take personal responsibility for producing high-quality work, identifying risks and informing others, and delivering results for clients.โข ย Be a creative, effective, and forward-thinking communicator, using a wide range of techniques to communicate complex data and concepts in a simple manner.โข ย Be an effective team player, work amicably in a multicultural environment, and display a sense of mutual respect and diplomacy.โข ย Contribute new insights to situations and develop solutions to resolve business problems.
