VPU Context:

The Global Environment Department (ENV) within the World Bankโ€™s Planet Vice Presidency supports low- and middle-income countries in sustainably managing land, water, and marine resources to create jobs, improve livelihoods, reduce pollution, and build climate resilience. With over 500 staff worldwide, ENV promotes integrated approaches across sectorsโ€”environment, water, agriculture, and climateโ€”moving from small pilots to scalable solutions. Its work combines science, policy, finance, and community engagement to enhance ecosystem services such as biodiversity, water resources, and carbon sequestration. Through the Knowledge Bank, ENV curates best practices, shares lessons, and pilots innovations to drive clean, green growth for resilient economies.

Unit Context:

The Ministry of Finance of China and the World Bank Group have jointly launched the China-WBG Global Center for Ecological Systems and Transitions (Global Knowledge Center, or GKC, for short). The GKC, launched in Beijing in December 2024, aims to strengthen global cooperation for a sustainable future. The GKC has an initial focus on ecosystem restoration with two primary objectives: to (i) bring advanced international experience to China; and to (ii) share Chinaโ€™s development experiences with other developing countries. Now entering its the second year of operation (FY26), the GKC is planning to deliver a variety of analytical outputs, provide advisory and technical support, and facilitate policy dialogue and knowledge exchange through study tours, high-level conferences and events, workshops, training programs, and multi-platform communication channels.

Duties and accountabilities:

The primary objective of this Extended Term Consultant position is to support the continued operationalization of the GKC. The consultant will be responsible for developing key documents (e.g. work program drafts; handbooks; event concept notes; strategy notes), organizing events, producing knowledge products, and mobilizing a network of stakeholders and partners. This role is crucial in helping strengthen GKCโ€™s implementation, visibility and impact in its second year of operation and to achieve its objectives and long-term goals.

Development of Key Documents:

โ€ข Draft foundational documents, including work program, implementation toolkits, internal handbooks that will strengthen the GKCโ€™s operation and .
โ€ข Prepare concept notes that define the direction, objectives, and expected outcomes of planned knowledge products or events, ensuring alignment with the GKCโ€™s thematic focus and stakeholder needs.
โ€ข Prepare policy briefs, position papers, case studies and best practices to inform activities and guide stakeholder engagement.
โ€ข Support preparation of project proposals and funding strategies to secure resources for the Centerโ€™s long-term sustainability.ย 

Organizing Events and Study Tours:

โ€ข Plan and coordinate learning events, workshops, webinars, and conferences aimed at promoting ecosystem restoration initiatives and fostering collaboration among stakeholders.
โ€ข Ensure effective logistical arrangements, including venue selection, participant invitations, agenda setting, coordination of speakers and facilitators and on-site execution.ย 

Communications

โ€ข Support implementation of the GKC communication strategy across digital and physical platforms (e.g. social media).
โ€ข Support the design and oversee the creation of multimedia content, such as infographics, videos, and interactive web content, to enhance the accessibility and engagement of the GKC output.
โ€ข Document and disseminate outcomes of GKC events through summaries, reports and media coverage, with an objective of amplifying their impacts and reach.ย

Network mobilization and stakeholder engagement

โ€ข Identify and engage key stakeholders, including government agencies, academic institutions, NGOs, private sector partners, and international organizations, to build a diverse and robust network that supports the GKC's mission on ecosystem restoration.
โ€ข Develop and implement a stakeholder engagement strategy that outlines clear roles, responsibilities, and benefits for network members, ensuring sustained participation and contribution.
โ€ข Facilitate the establishment and maintain engagement with a network and proactively support joint initiatives aligned with the GKC's objectivesโ€ฆ

Selection Criteria

โ€ข Masterโ€™s degree in environmental science, environmental economics, sustainable development, public policy, or a related field.
โ€ข At least Two years of proven experience on natural resources management, environmental management, private sector engagement and a strong understanding of ecosystem restoration issues in China and globally.
โ€ข Proven experience in establishing and managing international initiatives, with a track record of successful project implementation and stakeholder engagement.
โ€ข Proven experience in producing research or policy-oriented knowledge products, with demonstrated ability to deliver high-quality outputs.
โ€ข Ability to think strategically about the implementation of multitask initiatives and in organizing events, in producing
โ€ข Excellent communication and networking skills, with the ability to build and maintain relationships with a diverse range of stakeholders.
โ€ข Ability to work independently and manage multiple tasks effectively, with a proactive and results-oriented approach.
โ€ข Fluent in English and Chinese (written and spoken).
