The World Bankโ€™s Pacific department (EACNF) covers twelve countries (Fiji, Kiribati, Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu) and is home to more fragile and conflict-affected states than any other region outside of Africa. Over the past few years, the Bank has substantially scaled-up its program and field presence in the Pacific, with a focus on initiatives that address the challenges of fragility, isolation, size and limited capacity, and create a foothold for wider development engagement with emphasis on country-specific strategies along three axes; (i) encouraging regional/global integration; (ii) building resilience against external shocks; and (iii) promoting economic reform and private sector development.ย

The World Bank has established a new sub-regional office in the North Pacific, covering the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI) and Palau. The World Bankโ€™s engagement with these three countries is guided by the Regional Partnership Framework for nine Pacific Island Countries (PIC9 RPF). The RPF has four focus areas: (i) fully exploiting the available economic opportunities; (ii) enhancing access to employment opportunities; (iii) protecting incomes and livelihoods; and (iv) strengthening the enablers of growth opportunities (macroeconomic management, infrastructure and addressing knowledge gaps). In FSM and RMI, the World Bank program has increased substantially, both in number and volume of operations. The sub-regional office is based in Pohnpei, FSM.ย 
The Pacific Department is seeking to hire an ETC Country Officer to be based in Pohnpei, Federated States of Micronesia (FSM), to coordinate with and support the North Pacific Clients to enhance implementation, coordinate with stakeholders across the portfolio and contribute to the departmentโ€™s quality assurance and strategy documents. The position will report to the Resident Representative for the North Pacific.
World Bank and IFC staff and consultants from other World Bank offices travel to the North Pacific regularly, to provide support to the World Bank portfolio and engagement.ย  The Resident Representative is based in Pohnpei, FSM.ย  The Country Officer ETC will play a significant role in supporting the North Pacific CMU in delivering the overall work program, assurance of quality, interaction with internal and external clients, including the government, Non-State Actors and private sector, and strategic partnerships with development partners active in the North Pacific. The position will be based in Pohnpei, FSM and the ETC will report directly to the Resident Representative.ย 
Note: The selected candidate will be offered a two-year appointment, renewable at the discretion of the World Bank Group, and subject to a lifetime maximum ET appointment of three years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their third-year ET appointment are not eligible for future ET appointments.

Duties and Accountabilities
1. Work closely with the Resident Representative and Senior Operations Officer to strengthen and maintain the quality of the North Pacific portfolio, in line with World Bank policies and procedures.ย 2. Facilitate communication between the World Bank, the Governments of FSM, RMI, and Palau, the development partner community and report on donor activities.ย 3. Keep the Resident Representative abreast of evolving political, institutional and economic realities in the North Pacific countries and help provide guidance to the country team on these aspects. This may include reporting on major events such as for example annual budgets, expenditure review outcomes, elections etc.ย 4. Under the guidance of the Resident Representative, contribute to country-level briefings and coordinate the gathering of country-level information for reporting within the World Bank.ย  ย Lead on coordination of high-level visits, including drafting of briefing notes and agenda setting in consultation with the Resident Representative.5. In close consultation with the Task Team Leader/s and appropriate team members of each project in the North Pacific:- Provide support to World Bank missions and staff visits through involvement in the preparation, coordination, and planning of meetings.- Liaise with implementing agencies regarding the preparation of key documents required throughout the project lifecycle.- Advise implementation agencies on compliance with World Bank requirements.- Monitor and report on remedial actions which task teams have developed to address project problems and on risk mitigation measures incorporated into the project.6. Proactively identify and lead opportunities to build capacity within Government agencies utilizing the resources of the World Bank.7. Pilot innovative approaches to implementation and link implementing units to broader World Bank knowledge.8. Assist with analyzing portfolio trends/issues impacting project implementation and identify possible solutions for improving the portfolio as needed.9. In close coordination with the North Pacific Operations team, support the monitoring and quality assurance of the NP portfolio.ย 10. Regularly liaise with the World Bankโ€™s communication department on opportunities to expand the local media coverage of the World Bank and help formulate appropriate media messages for achieving a greater exposure and broader information dissemination results in the country.11. Facilitate capacity building trainings and relevant workshop/ Seminar/Learning with other stakeholders.12. Other tasks, as needed.

Selection Criteria

โ€ข A minimum of a masterโ€™s degree in a relevant discipline, preferably in economics, business administration, development studies, finance, etc., or equivalent combination of tertiary education and relevant professional experience.โ€ข At least 5 yearsโ€™ relevant experience.โ€ข Excellent written and oral communication skills in English.โ€ข Experience working in government organizations, fiscal, economic and development aid management agencies, with past involvement in public relations and information dissemination being an advantage.ย โ€ข A sound understanding of World Bank Instruments Policies and Procedures, including Environment and Social risks, Financial Management and Procurement is an advantage.โ€ข Strong interpersonal and supervisory skills and ability to work independently.โ€ข Strong time management and the ability to manage multiple competing tasks with tight deadlines.โ€ข Computer skills, especially in the use of Microsoft Word, Power Point, and Excel.โ€ข Candidate must have a legal right to work in FSM.โ€ข Ability and willingness to travel within the North Pacific on a regular basisโ€ข Familiarity with Pacific culture and institutions.ย โ€ข Knowledge of the Governments approval and budgetary systems in the North Pacific countriesย โ€ข Understanding of World Bank Instruments Policies and Procedures, including Safeguards, FM and Procurement would be an advantage.ย โ€ข Knowledge of local languages in FSM, RMI and Palau would be an advantageย โ€ข Knowledge of the FSM National and State government inter fiscal relationships would be an advantageย
