I. MSF INTERNATIONAL

Mรฉdecins Sans Frontiรจres (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of origins, religion, gender or political affiliation.

MSF International is the legal entity that binds MSFโ€™s 24 sections, 25 associations, and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

II. POSITION BACKGROUND

MSFโ€™s supply chain consists of activities in 6 Operational Centers (OCs), 3 European Supply Centers (ESCs), and regional initiatives. Supply chain represents for MSF more than 30% of social mission expenses, around 15% of MSF workforce involved in processes related to supply and more than 50% of total CO2 emissions through the procurement of goods and services and transport. Moreover, the supply chain is a critical enabler for the quality of care of MSF beneficiaries.

The governance body for supply chain in MSF is constituted by the Executive Supply Chain Committee (ESCC) and the Supply Chain Tactical Committee (SCTC), both with representatives from the different MSF entities. MSFยดs International Office (IO) facilitates collaboration in the MSF movement between different entities, and the IO supply team consists of a unit focused on procurement (Global Procurement Unit, GPU) and a unit focused on supply chain transformation & support.

The ESCC, in collaboration with the IO supply team, is leading the Supply Transformational Topics Program, with the goal of establishing a supply chain by 2031 that aligns with MSF's evolving challenges. This program focuses on five key supply chain pillars: medical sourcing, distribution footprint, mutualization of the supply at both field and headquarters levels, medical stock and demand management, and information systems and data management.

Report hierarchically to the Distribution Footprint Program Manager.

Work closely with the finance and supply teams of the 3 ESCs, the focal points of the regional initiatives, and the relevant persons of the 6 ODs, in the supply chain and finance departments.

Interact with other stakeholders within the MSF movement: other members of the IO supply team, the Global Procurement Unit team, the Finance team and the Quality Assurance Team.

IV. OBJECTIVES OF THE POSITION

Inside the frame of MSF Supply Chain Transformational Topics Roadmap, in the pillar of the Distribution Footprint, as validated by the ESCC, this position will be responsible for the analysis of the distribution footprint, the financial/economic analysis, the process and system mapping, and the business case development.

V. MAIN RESPONSIBILITIES

Provide robust analytical and financial insights to guide strategic decisions on MSFโ€™s global distribution footprint.

Propose the framework for an in-depth analysis, conduct this analysis and build the financial modelling across specific regions (I.e.: Africa, the Middle East, the Americas, and Asia) to identify opportunities and inefficiencies in inbound and outbound distribution flows.

Evaluate the regional supply hubs impact on the global supply chain by assessing cost-effectiveness, gains and losses and potential alternative models.

2. Provide data-backed assessments supporting the MSFโ€™s global distribution footprint strategic initiatives.

Develop a business case on the financial impact of the regionalization of the supply chain operations.

Analyze the cost recovery models, pricing structures, and financial models for the supply chain centres.

3. Ensure alignment, communication, and collaboration across MSFโ€™s entities.

Maintain clear, continuous communication with the stakeholders to gather feedback and information on the distribution footprint projects.

Coordinate with IO Supply Team, Supply Chain and Finance colleagues in ESC, regional initiatives, and OCs, to support the analysis of the MSF Supply Chain distribution footprint.

Assess the data needed for complex analyses and informed decision-making, ensuring recommendations are grounded in data and analytical evidence.
