CARE Canadaโ€™s Global Programs Team is responsible for developing and managing the organizationโ€™s programs in both development and humanitarian assistance focusing on the injustice of poverty and gender inequality. The new Strategic Plan reaffirms our gender-equality focus and our dual-mandate status. Our ultimate impact goal is to support womenโ€™s leadership for a gender-just future grounded in strong programs supporting safety/protection, health and dignified livelihoods across both humanitarian and development settings. The Global Programs unit is responsible for the overall management of CARE Canadaโ€™s global programming circa $50m annual development and humanitarian programming portfolio.

The Director, Program Quality and Impact will play an integral role in CARE Canadaโ€™s Global Programs Department in improving program quality, contributing to the growth and demonstrating the impact of our global development and humanitarian work.

Reporting to the Vice President, Global Programs, the Director will lead Program Quality and Impact (PQ&I) unit, be responsible for ensuring and leading technical expertise in program design, delivery and measurement of global program portfolio of CARE Canada. They are responsible for growing high quality, technically sound programs in line with CARE Canadaโ€™s strategy by improving the technical quality and design of new programs and strengthening program delivery quality of projects including measurement of results. The position will lead high performing senior technical staff and their teams. This position oversees primarily technical capabilities in global development and humanitarian programs focusing on multiple cross cutting topics that are aligned to CARE Canadaโ€™s strategic goals, including demonstration of impact, gender equality and inclusion, climate change and resilience, and knowledge management. The position will strengthen areas of high priority of CARE including health, education, economic justice, climate justice and food security. It is imperative that our successful candidate has an excellent track record in technical quality, research, and demonstrating impact in international development, a sizable team and helping them grow and develop to their highest potential.

As a member of the Global Program Management Team (GPMT), the Director, Program Quality and Impact is expected to serve as a critical resource for program quality, innovation and leadership at CARE Canada ensuring program oversight and efficient operations. This includes influencing its strategic direction and bringing together teams to operationalize the strategic plan, develop and deliver programs, and elevate the results achieved by CARE programs overseas. The Director, Program Quality and Impact is expected to lead capably and represent CARE Canada well both internally and externally.


WHAT YOU OFFER / ABOUT YOU

Post-graduate studies in international development, social services, business administration, economics or a related field or equivalent combination of education and work experience. A minimum of five years senior level management that includes field-based experience and people leadership experience, including technical quality of program in design, delivery, monitoring and evaluation and implementation experience in a multi-faceted organization. Demonstrated success working in large and medium sized global organizations attracting, developing, coaching, and leading high performing teams. Demonstrated knowledge, expertise, and passion for International Development with a focus on quality programs; in particular, an understanding of current trends, opportunities and challenges facing this sector. Outstanding interpersonal skills, including the ability to work with and develop nuanced partnerships with a wide variety of people (colleagues, sector partners, academia, researchers, funders, and clients) and people of diverse backgrounds. Strategic and systems mindset; strong analytic abilities to analyze, review and understand data. Experience leading the strategy and implementation of a range of innovative organizational and program-specific initiatives. Excellent communication skills, including oral, written and presentation skills โ€ข Comfort and capability in speaking with international development experts, academics, and researchers. Demonstrated ability to develop and manage budgets of significant size and scope Experience in leading and/or be part of global initiatives working in a federated model with other leaders of the organization to influence positive change. Exceptional results-oriented leader, with an established professional network and proven track record in impact generation, in large-scale complex initiatives.

REQUIREMENTS
