Purpose of Job
The Director, Investigations is an integral part of the OCCO leadership team. The Director, Investigations is responsible for managing Bank investigations into allegations of staff misconduct under the Bankโs Conduct and Disciplinary Rules and Procedures (CDRPs) and allegations of Prohibited Practice by Bank counterparties under the Bankโs Enforcement Policy and Procedures (EPPs).
The Director, Investigations ensures that the Bank builds and maintains appropriate resources and expertise and has effective policies and procedures to respond to allegations of staff misconduct or fraud and corruption by Bank counterparties.
The Director, Investigations is responsible for developing and maintaining effective liaison with key stakeholders in other international organisations and national authorities and promotes the Bankโs investigative functions both within the Bank and in the wider international organisation community.
Within this context, the principal roles of the Director, Investigations are:
- to effectively manage the Bankโs investigation function, and to ensure that the Bank develops and maintains effective policies, resources and expertise to respond to allegations of staff misconduct or fraud and corruption by its counterparties;
- to supervise and review the work of the Bank investigators, as well as the work external contractors engaged to undertake investigations on the Bankโs behalf; and
- to provide strategic guidance on banking projects in relation to integrity clauses and capacity building initiatives, in order to protect the Bank against fraud and corruption.
The Director, Investigations builds and maintains relationships with the investigative departments in the other multilateral development banks (MDBs), as well as with relevant national authorities. The role is expected to engage in policy dialogue with other MDBs, and to represent the Bank and make presentations at international conferences and workshops.
The Director, Investigations is also required to assist the MD, CCO with certain strategic tasks, including: facilitating an effective professional and enabling environment within OCCO; completing OCCO operational requirements, such as responding to internal audit findings and overseeing OCCOโs budget.
Accountabilities & Responsibilities
Investigations of Integrity Violations
- Provides overall supervision of three teams: Case Intake and Analysis Team, Internal Investigations Team and External Investigations Team.
- Ensures that all Bank investigations are completed within the expected timeframe and investigation reports are completed to a high standard. Ensures that investigative findings and conclusions are appropriate and sufficiently supported.
- Prepares investigation and other reports, as required, for the Board, Management and other relevant stakeholders.
Data Analytics and Transformation
- Ensures that the results and impact of the Bankโs investigations are analysed and converted into appropriate datasets/infographics, and that the evaluation feedback is shared.
- Oversees the preparation and prompt submission of the required information and statistics on OCCOโs investigative activities.
- Continuously improves the effectiveness of investigations delivery and contributes to the Bankโs transformation and efficiency agenda.
Policy making and Advice
- Leads OCCOโs efforts to enhance, update and monitor the implementation of EBRDโs policies, processes and procedures to improve OCCOโs investigative methodologies.
- Advises EBRDโs departments/offices on mitigation and prevention of integrity violations at all stages of the Bankโs projects and other Bank activities.
- Collaborates in multilateral efforts to advance the harmonised agenda on anti-corruption and integrity development activities, including cross-debarment and further harmonisation efforts.
- Guides the development and delivery of presentations, conduct of meetings, seminars, trainings and workshops to foster an understanding of EBRDโs anticorruption policy and procedures.
Staff Management
- Leads and manages three small multicultural teams (currently 11 staff members) and ensures the overall quality of work.
- Manages the investigation function and supervises the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
- Provides coaching and mentoring to staff members in the investigation function, and ensures their ongoing learning and development.
- Ensures that the team is highly motivated.
Other
- Contributes to the general strategy and direction of OCCO as part of OCCOโs management team.
- Leads special initiatives/projects and undertakes other ad hoc assignments.
Knowledge, Skills, Experience & Qualifications
- A postgraduate degree in law (LLM or JD) or degree in a relevant area (finance, banking, accounting)
- Considerable relevant professional experience with appropriate degree of seniority.
- Acknowledged within the international community as being of impeccable standing, both professionally and personally.
- Proven expertise in conducting and managing complex investigations within the context of international organisations.
- Successful leadership and management of diverse teams and practice areas in a multinational environment.
- Ability to lead or direct and coordinate the decision-making processes in public and private organisations.
- Confident leadership style with an appetite for transformation, developing newly formed teams and driving continuous improvement.
- Exemplary advocacy and liaison skills, established peer network and proven ability to communicate with and manage various stakeholders with competing priorities.
- Track record of investigation policy development, including negotiations with international financial institutions (IFIs) and internationally, more generally.
- Thorough understanding of EBRDโs mission and mandate
- Experience of the investigation and integrity processes applicable to IFIs.
- Ability to manage budgets
- Excellent command of English with ability to communicate clearly and concisely; familiarity with other languages used in the Bankโs countries of operations is a definite advantage.
