The position of Director, Disaster Risk Management (DRM) is assigned to the Climate Change, Resilience and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). You will be based at our Headquarters in Manila, Philippines.
You will report to Senior Director, Climate Change, Resilience, and Environment Cluster and will oversee International and Local staff who administer and implement DRM, recovery and resilience projects and support project processing for ADB鈥檚 developing member countries (DMCs).
Your Role
As Director, DRM, you will lead the development and implementation of ADB鈥檚 DRM policy and operational framework as evident in ADB鈥檚 Disaster and Emergency Assistance Policy (2021) and the Disaster Risk Management Action Plan. The role will involve advancing the integration of disaster risk reduction (DRR), disaster preparedness and disaster risk financing (DRF) components into ADB鈥檚 projects and country programs. You will provide strategic and intellectual leadership in the implementation of ADB鈥檚 DRM-related operations, ensuring enhanced integration of DRM in country partnership strategies and projects. This will include providing support to ADB鈥檚 DMCs on strengthening the DRM aspects of their climate change adaptation efforts, while responding to the individual risk profile of DMCs and facilitating resilience to multiple hazards. You will work closely with government officials, development partners, and stakeholders to enhance ADB鈥檚 capacity to address risks from natural hazards including both geo-physical and those hazards that are aggravated by climate change in Asia and the Pacific. You will coordinate closely with other directors including those directors under CCRE.
This will particularly involve (i) ensuring that ADB is in step with new and emerging thinking, policy directions, funding trends, and technical innovations of relevance to ADB鈥檚 disaster resilience work; (ii) providing strategic insights to Management and Senior Staff on key developments in disaster risk management and building resilience, including ADB contributions to the Sustainable Development Goals (SDGs), the Sendai Framework for Disaster Risk Reduction 2015-2030, and other relevant regional and global commitments; (iii) enhancing visibility of ADB鈥檚 operations and new initiatives on DRM and disaster resilience through outreach and partnerships; (iv) serving as internal focal point for all strategy and policy matters that cut across DRM and disaster resilience; (v) ensuring that the knowledge on the subject is captured, stored and shared across ADB and is responsive to the needs of ADB operations; and (vi) making contributions to ADB鈥檚 organizational resilience by broadening and deepening ADB staff capacity and skills to pursue and integrate DRM into operations through training and other capacity building initiatives.
You will:
A. Leadership and strategic management
- Provide strategic inputs and advice to ADB Management and senior staff on the latest DRM, priorities, emerging risks, policy directions, funding trends, and technical innovations.
B. Operational Advice and Support
Lead a team of specialists to: Support operations departments and DMCs in identifying strategic and cost-effective opportunities to enhance disaster and climate resilience including cross-sector coordination and planning for climate and disaster resilience through ADB projects Provide technical guidance and support to operations departments to integrate disaster and climate resilience considerations in regional and country strategies, and to design relevant interventions in sector programs and project design. Strengthen disaster risk knowledge and the promotion of risk-informed decision-making at national and local levels through ADB projects Provide technical inputs to operations departments in processing and implementing timely and effective post disaster emergency and recovery assistance Develop and implement DRM technical assistance projects as needed to address key gaps in DRM policy and practice in ADB鈥檚 DMCs and to promote innovation
C. Mobilizing and Managing DRM Finance
Lead a team of specialists to: Support operations departments to access resources for DRM. Contribute to efforts to mobilize external resources for DRM and to establish and implement trust and special funds. Support countries to strengthen the enabling environment to mobilize, effectively allocate and manage resources for disaster preparedness and disaster risk reduction.
D. Knowledge Generation and Sharing
Establish and strengthen global and regional partnerships with key stakeholders, including governments, development partners, UN agencies, the private sector, and civil society organizations. Assist in the development of public-private and civil society partnerships to promote disaster and climate resilience. Represent ADB at key international meetings and prepare and deliver presentations that highlight ADB's work in DRM and contribute to global and regional disaster and climate resilience discussions. This includes contributions to harmonization efforts through conferences and relevant knowledge products. Lead the development and application of disaster risk analysis and screening tools and guidelines for use in ADB projects and DMCs. Support the development and dissemination of good practice on DRM to strengthen understanding, including in ADB DMCs, of issues and solutions pertaining to addressing underlying risk drivers and the opportunities afforded through investments in DRM. Lead the identification and implementation of awareness training and capacity development programs for staff, executing agencies of developing member countries, and other concerned parties in DRM. Organize internal and external training and briefing sessions on relevant topics; and share information on conferences and training opportunities.
E. Staff Supervision
Provide leadership, support, and supervision to reporting staff. Provide input on the performance of all reporting staff to the Senior Director, Climate Change, Resilience, and Environment. Ensure the ongoing learning and development of reporting staff and career development advice to all staff.Qualifications
You will need:
Master's Degree, or equivalent, in Disaster Risk Management, economics, structural engineering, social sciences, or other related fields; or University degree and at least 10 years specialized experience relevant to the position can be considered. At least 15 years of relevant professional experience in DRM policy, strategy, and operations work. International experience working in several countries. Understanding of Disaster Risk Management (DRM) in a development context. Understanding of multilateral development banks and their strategic objectives in promoting disaster and climate resilience. Knowledge of DMC policy and regulatory frameworks for DRM and resilient development. Strong multi-disciplinary competence and experience in leading multi-disciplinary teams. Has proven management capability and well-established leadership track record in international institutions. Has a strong track record of being a proven team player and open to new initiatives. Possesses cumulative knowledge, experience and fundamental understanding of diverse concepts, principles and practices, and able to share knowledge to benefit the ADB and the wider international community. Additional Information
This is a fixed-term appointment for a managerial position, initially for a period of three (3) years, in accordance with para. 3.1(a) of Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed
term period, ADB may choose to renew the appointment for up to an additional 3 years, allow it to expire, or reengage staff to their most recent technical international grade, [1] to optimally utilize the Staff鈥檚 technical
skills under either a Fixed-term Appointment with Option to Renew or a Fixed-term Appointment with Option to Regularize, with the salary range corresponding to that technical international grade. This decision will
be made in the overall interest of ADB, based on factors including, but not limited to, ADB鈥檚 medium- to long-term plans for the organizational unit, the relevance of the staff鈥檚 skills to those plans, and the staff鈥檚
managerial and behavioral competencies. There is no limit on the number of renewals up to the Normal Retirement Date. However, this appointment is not convertible to a regular appointment.
[1] This does not apply to external candidates and to candidates who do not have a technical international grade.
