Org. Setting and ReportingThis position is located in the DC2 Building Renovation Project, Planning Design and Construction Section (PDCS), Facilities and Commercial Activities Service (FCAS), Division of Administration (DOA), Department of Operational Support (DOS). DOS was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices away from headquarters, field missions, and regional commissions. FCAS operates the Headquarters complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at the UN Headquarters, New York. FCAS also supports office and conference facilities, property management, travel and transportation services, archives and records management, mail and pouch operations, catering, giftshop and the United Nations Postal Administration. The incumbent reports directly to the Senior Project Officer of the DC2 Building Renovation Project of UN floors. ResponsibilitiesUnder the general oversight and direction of the Senior Project Officer, the P4 Design and Construction Manager is responsible for managing, coordinating, organizing, and monitoring the design and construction of the DC2 Building Renovation of UN floors. The position is responsible for closely monitoring the implementation of the project in order to ensure successful implementation and completion in compliance with the established schedule and budget. The project will be executed in line with the established project scope and key performance indicators, which includes major building renovation and large-scale relocation of the existing United Nations Offices and Departments, while ensuring business continuity. In this context, the incumbent will perform the following duties: • Coordinates the development of design and construction documentation, with a focus on HVAC and other engineering disciplines. • Coordinates, analyzes and advises on the planning, design, construction and budgeting of all internal office reconfiguration, and associated office planning within the DC2 Building. • Provides status of implementation of the project to the Senior Project Officer and oversees construction activities. • Manages all aspects of the day-to-day contract administration of the project; assists in planning, preparing scope of work and estimating overall cost, reviewing requisitions, providing technical evaluation, monitoring contract compliance, and verifying invoices for payment. • Assists the Senior Project Officer with documentation and with drafting reports. • Monitors the performance of professional firms and construction contractors to assure completion of design and construction on time, within budget, to ensure alignment with design specifications and highest quality standards. • Provides technical analysis of professional firm or construction contractor qualification documentation, evaluating technical proposals for design or construction work. • Participates in value engineering exercises and evaluates contractor change requests. • Facilitates communication between designers and contractors to resolve technical ambiguities. • Manages and coordinates overall project construction documentation and records. • Facilitates and coordinates updates in the CAFM system. • Supervises and provide guidance to substantive staff. • Analyzes and advises the planning, design and construction of office reconfigurations and moves. • Plans and directs office moves either through United Nations moving personnel or outside contracted commercial movers. • Coordinates related relocation of furniture and equipment. • Performs other duties as required. EducationAdvanced university degree (Master's degree or equivalent) in architecture, engineering, or a related field. A first-level university degree in combination with 2 years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationCertification in quality management is desirable. Certification on health and safety in the worksite (OSHA or similar) is desirable. Work ExperienceA minimum of seven (7) years of progressively responsible experience in architectural or engineering design, planning and construction work is required. Experience in using architecture design software such as AutoCAD or similar program is required. Experience in the supervision of staff and of a multidisciplinary team is required. Experience in managing, or monitoring, or overseeing medium to large-scale, multi-year construction projects is desirable. Experience in construction project management of office renovations is desirable. Experience in an Enterprise Resource Planning system (such as SAP or an equivalent) is desirable. Experience in Computer-aided Facility Management (CAFM) is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
