Org. Setting and ReportingThe Eastern and Southern Regional Office (ESAF) in Nairobi, Kenya is primarily responsible for maintaining continuous liaison with the States to which it is accredited (24 Contracting States) and with appropriate international organizations, regional civil aviation bodies and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies, decisions, Standards and Recommended Practices (SARPs), aviation safety and air navigation plans. The Regional Office also provides technical guidance and assists States with implementation. The incumbent reports directly to the Regional Director and performs dual functions. Apart from duties as Deputy Regional Director, the incumbent equally serves as Regional Officer of his/her technical discipline where the post is not occupied. S/he serves as Technical Team Leader and assists the Regional Director in guiding the Regional Office Technical Team in developing and implementing Regional Performance Framework for Safety and Air Navigation, encompassing the Global Air Navigation Plan (GANP), Global Aviation Safety Plan (GASP) and Regional Air Navigation Plan (ANP). S/he also supports States in the implementation of the Global Aviation Security Plan (GASeP), as well as in Air Transport and Environment. The Deputy Regional Director facilitates and coordinates the work of technical advisers and experts and promotes partnership, synergy and strategic alliances with counterparts in government, multi-lateral and bi-lateral agencies and civil society. S/he contributes to UN systems coordination through participation in policy dialogue and provision of inputs into joint Common system initiatives. The incumbent is the first-level supervisor for the Technical Team staff in the ESAF Regional Office. S/he collaborates closely with the Administrative Specialist and acts on behalf of the Regional Director in her/his absence. ResponsibilitiesFunction 1 (incl. Expected results) Serves as technical expert in her/his own area of technical competence, achieving results such as: โ€ข Provide expert contributions in policy development and planning of programme activities. โ€ข Provide technical supervision, including analysis of interim reports, participation in workshops, literature searches, identification and administration of resource persons/consultants in support of projects. โ€ข Support States and regional aviation safety and security/facilitation plans and programmes. โ€ข Formulate strategies and recommendations to resolve problems raised by Member States and specialized air navigation system, safety and aviation security /facilitation experts, including the identification and resolution of national differences from the ICAO provisions. โ€ข Monitor closely world-wide, inter-regional and regional developments in the air navigation fields and analysis of their impact on ICAOโ€™s overall planning and implementation of GANP, GASP, and RPBANIP in the Region. โ€ข Provide advice and assistance to States, regional bodies and international organizations concerned. Function 2 (incl. Expected results) Serves as overall Technical Team Leader and assists in guiding the Regional Office Technical Team, achieving results such as: โ€ข Ensure efficient and effective implementation of the Operating Plan of the Regional Office, including technical programmes, Aviation System Block Upgrades (ASBUs), as part of the Global Aviation Navigation Plan (GANP), the Global Aviation Safety Plan (GASP) and the Regional Air Navigation System Implementation Action Plan. โ€ข Coordinate support activities associated with Continuous Monitoring Approach (CMA) of the Universal Safety Oversight Audit Programme (USOAP) and the Universal Security Audit Programme (USAP). โ€ข Coordinate and supervise the multi-disciplinary technical activities of the Regional Office. โ€ข Formulate strategies and recommendations to resolve problems raised by the Member States and specialized air navigation system, safety, aviation security /facilitation, air transport and environment protection experts, including the identification and resolution of national differences from the ICAO provisions. โ€ข Manage the professional, technical and support staff in the Programme Area, and assume responsibility for recruitment, assignment, orientation, performance appraisal and professional development. โ€ข Foster a collaborative spirit and cooperation to achieve results. โ€ข Follow up on the development of the Regional Officeโ€™s annual work programme and quarterly and annual reports to the ICAO Regional Director (ICAORD), Nairobi. โ€ข Coordinate the implementation of the Technical Assistance Programme of the Regional Office, including the No Country Left Behind (NCLB) initiative of ICAO. โ€ข Support the ICAORD in providing advice and assistance to the Member States with high priority to those States with significant safety concerns or significant security concerns and deficiencies. โ€ข Contribute to the development of ICAO Plans of Action, where applicable, and follow up on their implementation. Function 3 (incl. Expected results) Provides analysis of programme activities and makes recommendations for policy development and its implementation, achieving results such as: โ€ข Identify potential projects and participate in technical support planning and evaluation missions. โ€ข Contribute to policy development and evaluation of the programme and operational activities at regional level. โ€ข Develop and oversee the implementation and maintenance of guidelines for the planning and coordination of the activities of the Regional Office. โ€ข Coordinate with partners providing safety and security assistance in the Region. โ€ข Contribute to joint UN System initiatives by participation in policy dialogue and provision of inputs, as required. โ€ข Maintain the Air Navigation Plan and support all ESAF States. Function 4 (incl. Expected results)- Manages the execution of the Regional Officeโ€™s mission and meeting programme, achieving results such as: โ€ข Coordinate the organization and delivery of regional meetings, seminars, and workshops relating to ICAO programmes. โ€ข Actively lead, promote and support activities that increase awareness, understanding, and ownership of outputs, thus enhancing the influence of the work that ICAO supports. โ€ข Identify opportunities and lead initiatives for strategic networking. โ€ข Identification and evaluation of emerging trends, issues, and priorities in the Region. โ€ข Assist the ICAORD in the preparation of Regional meetings, i.e. Directors General of Civil Aviation (DGCA), Africa โ€“ Indian Ocean Aviation System Planning and Implementation Group (AASPG) and AFI Aviation Week meetings. โ€ข Serve as Secretary of various regular and ad-hoc Regional meetings, i.e. Africa โ€“ Indian Ocean Aviation System Planning and Implementation Group (AASPG), Programme Review and Coordination Committee (PRCC) meetings, as requested. โ€ข Implement the Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA) in Africa. โ€ข Coordinate with Regional Safety Oversight Organizations (RSOOs), Regional Accident and Incident Investigation Organizations (RAIOs), and Air Navigation Service Providers (ANSPs), as applicable. โ€ข Promote productive interactions/partnerships with representatives of Member States, donors, other international organizations and civil society. Function 5 (incl. Expected results) In coordination with the ICAORD and the Administrative Section, oversees the planning of the work of the Regional Office, achieving results such as: โ€ข Organise and manage assigned resources to provide timely and effective service delivery. โ€ข Oversee the human resources management processes and procedures in the Regional Office. โ€ข Develop operational plans for the Regional Office and supervise, monitor and report on its implementation. โ€ข Prepare budget proposal of the Regional Office, monitor expenses and take a decision on corrective action, if required. โ€ข Ensure the integrity of financial systems, review of budget requirements and consistent application of rules and regulations. โ€ข Define work strategies and annual work plans as well as the development of procedural guidelines to improve the overall administration and management of the Regional Office. โ€ข Establish, monitor and report on annual performance, quarterly reports and work plans for Regional Office staff, ensuring appropriate distribution of workload, and adjusting priorities, as required, in order to meet operational needs. โ€ข Apply Performance Management tools, management of targets and monitoring achievement of results effectively. โ€ข Implement continuous improvement in human resource management to ensure client orientation. โ€ข Coordinated action with Bureau Directors at ICAO Headquarters to set priorities for the Region in all the Strategic Objectives of ICAO. โ€ข Promote and support activities that create/increase awareness, understanding, and ownership of ICAO outputs within the Region. Expected results) Keeps abreast of developments relating to relevant activities of States, bodies of the African Union, the African Civil Aviation Commission (AFCAC), Regional Economic Communities (RECs) and other international organizations, achieving results such as: โ€ข Organize, conduct and/or participate in seminars, workshops, meetings, and training to assist States. โ€ข Act as Secretary to meetings in fields of assigned responsibility. โ€ข Improved efficiency through office automation and staff mentoring, meeting the key tasks within the limits of available resources. Work ExperienceEssential: โ€ข A minimum of ten (10) years of relevant work experience in the operational/technical fields of civil aviation, in particular in the air navigation and aviation safety fields with increasing responsibility and reaching executive management level in a civil aviation administration, autonomous aviation authority, airline, or similar aviation-related organization, is required. โ€ข Substantial practical experience in the planning, coordination and management of civil aviation programmes, including high-level negotiation with government authorities, of which a minimum of five years should have been acquired in an international organization or by dealing with aviation matters extending beyond national boundaries, is required. โ€ข Experience in managing and supervising staff working in a diverse work programme, is required. Desirable: โ€ข Experience with civil aviation issues in the African region, particularly in the technical/operational field, is desirable. โ€ข Experience in coordinating technical assistance, capacity development and implementation activities related to air navigation, aviation safety, aviation security, air transport or environment, is desirable. โ€ข Experience in project management, particularly in the area of aviation safety or air navigation within an international or regional organization, national government, or major service provider (airport, airline or air navigation services provider), is desirable. โ€ข Experience in other aviation related fields such as security, environment, or economic development, is desirable.
