The Deputy Executive Secretary reports to the Executive Secretary. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. ResponsibilitiesWithin delegated authority, the Deputy Executive Secretary will be responsible for the following duties: โข Directs and manages the Offices/Divisions that the Executive Secretary assigns. โข Temporarily, formulates and implements the substantive work programme of the Latin American and Caribbean Institute for Economic and Social Planning (ILPES). Oversees the management of activities undertaken by the Division, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division, and with other organizations of the United Nations System, as appropriate. โข Contributes to the formulation of overall strategies and policies in the areas defined by the Executive Secretary (ES) by participating in various committees, preparing documents on policy issues, and acting, as required, in an advisory capacity to the ES; contributes to the overall management of ECLACโs activities and operations. โข Directly supervises the substantive functioning of the multi-disciplinary and inter-divisional working groups that the ES assigns to the Deputy Executive Director or specific reports and studies. โข Provides leadership to the development of innovative and/or change management programmes. โข Formulates and implements the substantive work programme of the Offices/Divisions under his/her supervision, determining priorities, and allocating resources for the completion of outputs and their timely delivery. โข Oversees the management of activities undertaken by the Offices/Divisions, ensuring that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Offices/Divisions and with other Offices/Divisions within ECLAC, and with other organizations of the United Nations System, donors and agencies as appropriate. โข Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. โข Reports to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. โข Ensures that the outputs produced by the Offices/Divisions under his/her responsibility maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Offices/Divisions under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. โข Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Offices/Divisions, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates. โข Oversees the recruitment of staff for Offices/Divisions taking due account to geographical and gender balance and other institutional values. โข Manages, guides, develops and trains staff under his/her supervision; fosters teamwork and communication among staff in the Offices/Divisions and across organizational boundaries. โข Chairs meetings, seminars, etc., on substantive-related issues; represents the Organization at international, regional, inter-agency meetings, seminars and conference; provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions. โข Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. โข Performs other related duties as requested by the senior management of the Organization. EducationAdvanced university degree (Masterโs degree or equivalent) in business or public administration, finance, accounting, law, social sciences or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationPhD degree is desirable. Work ExperienceA minimum of fifteen years of progressively responsible experience in human resources management, administration, financial management, budget or related field is required. Experience in foresight and development planning is desirable. Experience in creating or managing professional networks and communities of practice as well as technical cooperation projects is desirable. Publications in foresight, education, science, technology and/or innovation projects is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
