Mission and objectivesThe mission of the United Nations Office on Drugs and Crime (UNODC) is to contribute to the achievement of security and justice for all by making the world safer from drugs, crime, corruption and terrorism. In Viet Nam, the country programme for 2012-2017 translates this vision into a platform for action and gives strategic direction to the UNODC Country Office in its future work. It was developed in line with the priorities set out in the Government's most recent policy documents, in particular the Socio-Economic Development Plan 2011-2015 and the Socio-Economic Development Strategy 2011-2020. It also aims to further the alignment of UNODC technical assistance activities with the One Plan 2012-2016, thus ensuring the overall coherence and effectiveness of UN activities in Viet Nam. In line with UNODC mandates, the country programme responds to these challenges through five inter-related sub-programmes: (i) transnational organized crime and illicit trafficking; (ii) anti-corruption and money laundering; (iii) terrorism prevention; (iv) criminal justice; and (v) drug demand reduction and HIV/AIDS. Within each sub-programme, specific outcomes and outputs are identified based on the threat assessment and research. In particular, the programme advocates and supports the ratification of those international conventions and protocols for which UNODC acts as the worldwide custodian and helps with the adoption of related legislation within the Vietnamese legal system. Dedicated programme components will help with the training and the introduction of practices and materials required for the successful implementation of up-to-date international standards in drug control and criminal justice.

ContextThe Signing Ceremony of the United Nations Convention against Cybercrime: Strengthening International Cooperation for Combating Certain Crimes Committed by Means of Information and Communications Technology Systems and for the Sharing of Evidence in Electronic Form of Serious Crimes will take place on 25-26 October 2025, in Hanoi, Viet Nam. The Signing Ceremony is hosted by the Government of Viet Nam (Co-organizing Ministry of Foreign Affairs (MOFA) and Ministry of Public Security (MPS) with technical assistance provided by UNODC. UNODC and other UN entities, including the members of the UN Thematic Group on Adolescence and Youth (UNTGAY including UNRCO, UNDP, UNICEF, UNESCO, UNFPA, UN Women, IOM, and ILO, will organize roundtables and side events related to the Convention's implementation and related themes at the Signing Ceremony. United Nations Volunteers (UNV) will support organizing the Signing Ceremony, by recruiting, training and administering two UN Volunteer Specialists as โ€˜UNV Core Teamโ€™, who will provide secretariat support under the matrix supervision of UNODC and UNV Regional Office for Asia and the Pacific (ROAP), and about 100 National UN Community Part-Time Volunteers as โ€˜UN Event Volunteersโ€™, who will be selected by the Government of Viet Nam and hosted by UNODC and carry out advocacy communications, and logistical support. UNV support in summary is as follows: (1) โ€˜UNV Core Teamโ€™, funded by UNV, will comprise two UN Volunteer Specialists as Event Manager and Deputy Event Manger respectively for the duration of three months (18 August โ€“ 17 November 2025/TBC), and be tasked to recruit, train, and administer โ€˜UN Event Volunteersโ€™ and Online Volunteers (OV). (2) โ€˜UN Event Volunteersโ€™, funded by UNV (duty of care including insurance and medical clearance) and receiving direct provision by the Government of Viet Nam to cover meals, transportation, and uniforms, will be about 100 local volunteers selected by the Government of Viet Nam to be recruited and trained under the category of UN National Community Part-Time Volunteers for the duration of one month (30 September โ€“ 29 October 2025/TBC). โ€˜UN Event Volunteersโ€™ will be divided into task groups (e.g. Communications, Accessibility, ICT, Registration, Transportation, Safety and security support, First aid support, etc.) (3) A number of Online Volunteers (OV) to provide support to advocacy, communications, and trainings.

Task DescriptionUnder the matrix supervision of UNODC Officer-in-charge in Viet Nam and UNV Regional Portfolio Specialist in UNV Regional Office for Asia and the Pacific (ROAP) Bangkok, while working in close collaboration with UNODC Viet Nam, UNV HQ Recruitment Team, UNV ROAP, Event Manager of UNV Core Team, and the Government focal points, the Deputy Event Manager of UNV Core Team will carry out the following tasks: Support recruitment, onboarding, and assignment management of UN Event Volunteers and Online Volunteers: โ€ข Support designing and implementing the necessary volunteering schemes for about 100 UN Event Volunteers according to the UNV contract administration procedures โ€ข Support developing UN Event Volunteersโ€™ assignment descriptions and coordinate selection by task groups and Online Volunteers for trainings and communications support in close collaboration with UNODC and UNV ROAP โ€ข Coordinate support to the UN Event Volunteersโ€™ recruitment process in close collaboration with UNV HQ Recruitment Team, including ensuring completion of pre-deployment assignment in time (e.g. medical clearance, UN mandatory trainings, administrative forms, etc.) and registering them in the UNV Unified Volunteering Platform (UVP) https://app.unv.org/ โ€ข Facilitate onboarding process of all selected UN Event Volunteers โ€ข Coordinate assignment management and contract administration of UN Event Volunteers Support trainings of UN Event Volunteers: โ€ข In close consultation with UNODC and UNV HQ, identify training needs and design and manage training materials and sessions to equip UN Event Volunteers with the necessary knowledge and skills related to SDGs, cybercrime related issues, and the assigned tasks (e.g. Communications, Accessibility, ICT, Registration, Transportation, Safety and security support, First aid support, etc.) โ€ข Provide clear instructions and guidelines regarding event procedures, safety protocols and visitor interaction and others โ€ข Conduct pre-event briefings and regular check-ins to ensure volunteers feel prepared and supported Support on-site supervision of UN Event Volunteers by task groups, advocacy and communications: โ€ข Oversee all volunteer activities during the event, provide on-site leadership and support and monitor the quality of UN Event Volunteersโ€™ experience โ€ข Ensure volunteers follow the event procedures, protocols and safety regulations โ€ข Support developing, producing and disseminating communications and promotional materials in close cooperation with UNODC and UNV ROAP Communications Team (e.g. UN Event Volunteersโ€™ uniform, volunteering stories article, video, etc.) Other administrative functions: โ€ข Support the Government of Viet Nam to provide UN Event Volunteers with allowances to cover basic services (e.g. meals, transport, and uniforms) as required โ€ข Deliver any other tasks as required In addition to the above, UN Volunteers are encouraged to promote volunteerism in their assignments as per recommended activities as follows: โ€ข Strengthen their knowledge and understanding of volunteerism for sustainable development by reading relevant UNV and external publications โ€ข Understand and develop the traditional and/or local forms of volunteering in the host country โ€ข Contribute articles/critiques of their experiences and send them to UNV ROAP and UNV HQ for inclusion in the UNV website, publications, pamphlets/newsletters, press releases, etc.

Living conditions and remarksAs this is a National UN Volunteer Specialist assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan. Entitlements of National UN Volunteer include Entry Lump Sum Allowance (USD400), Monthly Volunteer Living Allowance (VLA) for the National UN Volunteer Specialist based in Hanoi, Viet Nam, at local currency equivalent to about USD 889 (*), Insurance Coverage (Comprehensive health, life, and malicious acts insurance); Annual Leave of 2.5 days per month; Access to UNVโ€™s learning and career development resources; and Exit Lump Sum Allowance (1-month VLA/12 months) payable upon successful completion of the assignment. *VLA will be specified when the Offer of UN Volunteer assignment is issued.
