JOB SUMMARY: CARE is seeking a Deputy Director, Women and Girls in Emergencies. This role will be centered around women and girls as a core pillar of our humanitarian action. The position supports CARE Confederation and country offices, including CARE Member Partners to ensure program quality and standards around women and girls in emergencies. This includes supporting representation, coordination, training and capacity building, technical / emergency assistance or response, resource development, as well as monitoring and evaluation. The person in this role will also be responsible for strengthening women, girls and protection integration, mainstreaming, and stand-alone programming in the Middle East and Northern Africa (MENA) including the new women and girlโ€™s protection framework. The position will be the technical focal point for women and girls in emergencies in MENA, and report to the Senior Director with dotted lines into the region (based in Amman). The Deputy Director, will be require to possess advanced skills in emergency and humanitarian response as well as demonstrated experience in a range of contexts, including large-scale displacement and protection crises, such as Syria, Iraq, Gaza and Yemen. The candidate must have strong knowledge/experience of womenโ€™s protection, MEAL, staff management, risk mitigation, and violence against women and girls, as well as a commitment to women and girls equality in conflict and crisis. RESPONSIBILITIES: Technical Support, Capacity Building, Emergency Preparedness & Response Support Senior Director in liaising with rosters, facilitating quick and quality deployments, and ensuring surge support across CARE is well organized Technical support and assistance to COโ€™s working on women and girls protection across the Confederation with a focus on emergencies, humanitarian crisis, and protected displacement in the MENA region. This includes topical areas on gender, gender quality, violence against women and girls, protection, and any other women and girls-related programming Support CARE's work with Women-led Organizations, including networking, com-munity-building, and platforms for voice and leadership with local groups Program Development, Quality and Learning / Resource Mobilization Build and maintain strategic relationships across CARE to leverage, maximize, and mobilize human and financial resources Support global resource mobilization, proposal development, and donor engagement for women and girls program innovation and new programming approaches Lead on learning efforts to document good practices, iterate on work, compile new initiatives, lead debriefing/after action reviews, to ensure our emergency response and humanitarian programming is as effective as possible Coordination, Advocacy & Strategy Support reviews of internal and external documents including related to the IASC or other global norms and standard-setting resources Identify, monitor, and contribute to global and regional policy dialogues and advocacy plans through coordination with CARE's global Advocacy Team Track, participate and proactively contribute to implementation of the Humanitarian and CARE organizational Strategies Communication and Representation Support Senior Director as a spokesperson or representative on women and girls in emergencies with key donors, external stakeholders and media (particularly in MENA) Liaise with internal CARE and external stakeholders working on women and girls, violence, safety, and protection to elevate the voices of women and girls, WLOโ€™s, as well as represent the work happening in MENA Lead on communications documents around women and girls in emergencies, including social media, 16 Days, one-pagers, and other branding or marketing-related initiatives including the management of information on Sharepoint #LI-AM2
